I believe the permissions for both the Meath and Wicklow sites were extended on a temporary basis. The proposed Cork incinerator - I am not sure where that is in the process - was being relied on. I am not sure if it is appropriate to this...

Public Accounts Committee: Business of Committee (24 Jan 2019)

Catherine Murphy: We are facing a very serious problem. I do not know if this is for the Committee of Public Accounts, but-----

Public Accounts Committee: Business of Committee (24 Jan 2019)

Catherine Murphy: If the operators of the incinerator in Ringsend do not get a threshold of waste, we have to compensate them. The incineration policy is possibly dictating that. However, the cost of transporting the waste has not been included, in terms of the damage done to roads and the unsustainability of that. There is a cost element to this policy, but it is not a matter for this committee.

Catherine Murphy: Will we all be able to come back to some of the stuff in this report?

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Catherine Murphy: Before that, may I ask one question?

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Catherine Murphy: What prompted the HEA to seek legal advice in retrospect? Was pressure coming from anywhere to seek that legal advice? We need to know what the drivers are here.

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Catherine Murphy: What is the Deputy's point? Is it that we are constantly not letting him in before lunch?

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Catherine Murphy: I will go back to Mr. O'Toole on what prompted the legal advice. They have expanded on that. Obviously, the HEA initiated this review and had gone a sizeable way and had put funding into it, in staffing and expertise. There was an airing of a preliminary version of the report and then it took some further legal advice. I asked what prompted the legal advice. Was the Higher Education...

Catherine Murphy: We have a very short period of time and I have a lot of questions for the University of Limerick, but I want to dispose of this matter first. Was the nature of the communication with the HEA a "cease and desist" order?

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Public Accounts Committee: Special Report No. 103 of the Comptroller and Auditor General: Remuneration of certain senior staff in the University of Limerick and Institute of Technology Sligo (24 Jan 2019)

Catherine Murphy: We might come back to this issue in the afternoon. In regard to the University of Limerick, to many of us on the Committee of Public Accounts it seems as if we are playing a disproportionate role in institutional oversight.
