Written Answers — Department of Children and Youth Affairs: Child Detention Centres (5 Dec 2018)

Clare Daly: 279. To ask the Minister for Children and Youth Affairs the number of staff recruited to Oberstown, by administration and care work in each of the past four years; the number of staff departing in the same period; the average length of employment; and if she will make a statement on the matter. [51005/18]

Written Answers — Department of Children and Youth Affairs: Proposed Legislation (5 Dec 2018)

Clare Daly: 285. To ask the Minister for Children and Youth Affairs the status of the Adoption (Information and Tracing) Bill 2016. [51085/18]

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: We are talking about funding that was allocated for a failed plan that took place against the backdrop of desperate need. I shall make a few points and ask questions about the bigger picture in respect of Europe and then I will ask a few questions about Ireland. Perhaps I will split my comments into two segments. As the Minister of State has said, the fund was adopted in 2014 and added...

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: Yes.

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: Does the Government support the amended proposal that seeks to extend the number of nationalities covered by the relocation scheme?

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: I put it to the Minister of State that the forgotten story now is what continues to happen in Afghanistan, Sudan and such places. Can I take it from the answer given by the Minister of State that Ireland does not support the extension?

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: The proposal was before the European Parliament so I assume-----

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: The answer given by the Minister of State strikes me as deeply worrying because there is a range of nationalities who are in danger but are not being accommodated. Let us say that the EU did not give us the other nine nationalities, and we did not make our target because the EU did not give us any, it is indicative of how at EU level the plan is failing, which was my point.

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: In a recent response to a parliamentary question the Minister of State said that 85% of the refugees who arrived in Ireland as part of the relocation and resettlement programmes have been housed. What percentage of those people who came here as part of the relocation programme have been housed? A percentage close to 85% would be incredible given that €4.14 million remains. Also,...

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: The Minister is correct to highlight the positive benefits for communities by adopting a positive approach, particularly when there are worrying developments in Ireland such as a growth in racism and certain elements fuelling hatred around the direct provision system. When Syrians arrived in Monasterevin, the attention given to issues such as integration, English lessons and acclimatising to...

Joint Oireachtas Committee on Justice, Defence and Equality: EU Asylum, Migration and Integration Fund: Motion (5 Dec 2018)

Clare Daly: I compliment the Chairman on his efforts, in not letting this go and in alerting us. There are different things going on here. It is not only the issue of the accommodation centres. It is the sinister development the Chairman has highlighted two weeks in a row of effective subcontracting and profiteering upon profiteering. It is worrying but I am not shocked. I would expect the Chairman...

Joint Oireachtas Committee on Justice, Defence and Equality: Bail (Amendment) Bill 2017: Discussion (5 Dec 2018)

Clare Daly: I thank the witnesses for coming in. Their presence is timely in light of the discussion we had last week. We had a number of sessions. One was with a group from Ireland, North and South, during which issues around electronic monitoring were discussed with regard to sex offences, particularly child sexual offences, and how it might be regulated. We discussed other Bills last week. ...

Joint Oireachtas Committee on Justice, Defence and Equality: Bail (Amendment) Bill 2017: Discussion (5 Dec 2018)

Clare Daly: The points Ms Deane made would not be addressed by Deputy O'Callaghan's Bill but it is good that we are having the discussion. We need to look at the reasons people commit crimes, why they breach their bail conditions, who is charged with monitoring that and sharing the information and the interagency lack of co-operation. If that was introduced properly, we would not be having this...

International Protection (Family Reunification) (Amendment) Bill 2017 [Seanad]: Second Stage [Private Members] (6 Dec 2018)

Clare Daly: I move: "That the Bill be now read a Second Time." I find myself in the unusual situation of moving a Bill that is not mine. I cannot, unfortunately, claim the credit for it. The Bill results from the efforts and work of Senator Kelleher and her team, and indeed the Members of the Seanad Civil Engagement Group. Great credit also has to go to Nasc Ireland, Oxfam and the Irish Refugee...

International Protection (Family Reunification) (Amendment) Bill 2017 [Seanad]: Second Stage [Private Members] (6 Dec 2018)

Clare Daly: Sweden.

International Protection (Family Reunification) (Amendment) Bill 2017 [Seanad]: Second Stage [Private Members] (6 Dec 2018)

Clare Daly: It is not.

International Protection (Family Reunification) (Amendment) Bill 2017 [Seanad]: Second Stage [Private Members] (6 Dec 2018)

Clare Daly: We would be happy to spend another hour and we badly need it. There have been some very serious points raised and there have been some incredibly inaccurate statements put on the record. They were not put on the record by Deputy Rabbitte: the Minister of State's own statements were inaccurate as well. I will deal with them as they come up. I have never seen a situation where the...

International Protection (Family Reunification) (Amendment) Bill 2017 [Seanad]: Second Stage [Private Members] (6 Dec 2018)

Clare Daly: It is really not on. The rationale is somewhat concerning and does not reflect the generally good approach of the Minister of State to these issues. Deputy Wallace is right: the conflation of our need to provide services to refugees and asylum seekers alongside the housing crisis and all the other problems does indeed contribute to the racist view that refugees and migrants are the cause of...

Written Answers — Department of Agriculture, Food and the Marine: Animal Welfare (6 Dec 2018)

Clare Daly: 37. To ask the Minister for Agriculture, Food and the Marine if he has met or discussed with an association (details supplied) regarding concerns about an increase in illegal hunting with dogs in north County Dublin; and if he will make a statement on the matter. [51075/18]

Written Answers — Department of Agriculture, Food and the Marine: Greenhouse Gas Emissions (6 Dec 2018)

Clare Daly: 43. To ask the Minister for Agriculture, Food and the Marine the steps his Department is taking to help to meet Ireland's carbon emission targets. [51074/18]
