Horse and Greyhound Racing Fund Regulations 2021: Motion (30 Nov 2021)

Martin Browne: I fully support our horse and greyhound racing sectors, which contribute significantly to the identity and economy of my constituency in County Tipperary. Today we are discussing the allocation of €88 million to the fund and although this is less than the sum given last year, the amount retains a third of the unprecedented funding increase for 2021. The fundamental question is...

Workplace Ventilation (Covid-19) Bill 2021: Second Stage [Private Members] (1 Dec 2021)

Martin Browne: Covid has made us all rethink the way we do business. It has resulted in major reliance on video calls and remote working, but there are workplaces for which other measures are needed to work safely. Ventilation and clean air is a key factor in ensuring the ability to work safely in this time of Covid. Our schools are an example of this. Many schools are too old to allow for significant...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Martin Browne: I welcome the Minister and appreciate he has looked at the report. It would be remiss of me not to refer to the report this committee published. The committee made a number of recommendations in regard to the issues that came to the fore. Those recommendations include the need for transparency in its governance as well as independence and gender balance on the board. Has anything been...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Martin Browne: Does the Minister know how much extra funding is being looked for?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Horse and Greyhound Racing Fund Regulations 2016: Minister for Agriculture, Food and the Marine (24 Nov 2021)

Martin Browne: I appreciate welfare is on the agenda and I imagine it is was on the agenda before the television programmes exposed it all. Have there been improvements in both sectors since those television programmes aired? Is funding contingent on improvements being made in those sectors so that confidence can be brought back into both greyhound racing and horse racing? As I said, the Chair and I are...

Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Second Stage (3 Dec 2021)

Martin Browne: We need to find out when and where.

Health and Criminal Justice (Covid-19) (Amendment) (No. 2) Bill 2021: Second Stage (3 Dec 2021)

Martin Browne: My heart bleeds for Deputy Lahart. If I closed my eyes, it could nearly have been Deputy Durkan talking, who is usually there with his sad stories of what is going on with the Government and how Members opposite are so sensitive. Schools and parents were given 16 hours last weekend to implement new measures for schoolchildren. Perhaps Deputy Lahart will have a small bit of sensitivity for...

Committee on Public Petitions: Business of Joint Committee (25 Nov 2021)

Martin Browne: I would like to welcome you all to our virtual meeting this afternoon using Microsoft Teams. Apologies have been received from Deputy Pádraig O'Sullivan. The Ceann Comhairle of the Dáil, Deputy Ó Fearghaíl, and the Cathaoirleach of the Seanad, Senator Mark Daly, have appealed to everybody in the parliamentary community to continue to follow public health advice, wear a...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: This is our sixth public meeting about direct provision policy and related matters. We have already met the Ombudsman, the Ombudsman for Children, the Irish Refugee Council, the Irish Human Rights and Equality Commission, the Law Society of Ireland and the Department of Children, Equality, Disability, Integration and Youth. I am delighted to extend a warm welcome to our witnesses today from...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: I again welcome Ms Buckley and Mr. Delaney for attending today's meeting and briefing members on the measures the Department of Justice is planning to take to implement the White Paper on ending direct provision. As we begin, it is only right to recall yesterday's horrific news that 27 people, including a young girl, died off the northern French coast as they tried to reach England. It...

Martin Browne: I call Deputy Devlin.

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: I will give the Deputy a bit of leeway.

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: Before I let Deputy Devlin in I want to agree with what Senators Murphy and Craughwell have said. These people are fleeing horrendous circumstances in their countries and people should open their eyes and look at where they are coming from and the situation in those countries. As Senator Craughwell said, the narrative is being put out there that they are coming over for our social welfare...

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: I agree with Deputy Devlin that we need to keep in contact with Ms Buckley and the other witnesses that when that review is done in mid to late next year or whenever, we should call them back in.

Martin Browne: Does Deputy Buckley want to come in for a second round?

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: I have a couple of questions. The Department's aims are to reduce the processing times of first instance decisions and appeals related to direct provision to six months each, as outlined in the White Paper, and to establish a new international protection support service. How exactly will those aims be achieved?

Martin Browne: With regard to processing applications virtually, has the Department encountered problems where applicants do not have the technological equipment or know-how to take part in virtual meetings? If so, how are those issues addressed?

Committee on Public Petitions: Direct Provision Policy and Related Matters: Discussion (Resumed) (25 Nov 2021)

Martin Browne: Recently we have been told that 4,430 applicants await an interview. Has the shortage of legal representation contributed to the backlog? If so, how can the situation be overcome?
