County Enterprise Boards (Dissolution) Bill 2013 [Seanad]: Second Stage (6 Feb 2014)

Michael Colreavy: I thank the Minister of State. Some of the matters I will address may be covered in that document and, if so, I ask the Minister of State to forgive me. I have always looked on county enterprise boards as fulfilling three broad tasks. First, they worked in geographic areas and industries which, because of their scale, did not attract the attention of IDA Ireland. Second, they worked in...

Topical Issue Debate: RTE Compensation Payment (6 Feb 2014)

Michael Colreavy: The appearance of Rory O'Neill, aka Panti Bliss, on RTE's “The Saturday Night Show” has sparked a debate on homophobia. Rory O'Neill identified several individuals as having homophobic beliefs. I could go into a debate on what these people have said and written and how it could be identified as homophobic. However, I am willing to rely on Rory O'Neill, and his alter ego Panti...

Topical Issue Debate: RTE Compensation Payment (6 Feb 2014)

Michael Colreavy: The Minister said it is not up to him or the Parliament to oversee the day-to-day operations of RTE. Yes, but if this Parliament and the Minister do not say that was wrong, if we do not identify it as being wrong, we support it and it will happen again and again. There will be people out there waiting to be offended, doing automated word searches to find offence. I know people, many of...

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: I move amendment No. 1: In page 4, between lines 17 and 18, to insert the following: "2. (1) The Board may engage in all or any of the businesses of—(a) developing electronic communications networks and electronic communications services infrastructure, (b) leasing, licensing and otherwise providing, making use of an engaging in any service in connection with electronic communications...

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: Can we be sure that the reference to selling in the section does not provide for the selling of the fibre optic cable that is being carried along the lines?

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: I have no problem with leasing and licensing. The Minister can appreciate my difficulty with the inclusion of the word "selling".

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: Perhaps the inclusion of some safeguard provision might be considered there. In regard to the community benefit clause, I understand that the board of Uisce Éireann as part of its invitations to tender has included a community benefit clause for any companies that would be submitting tenders. Will the Minister consider introducing something similar in this area? I understand his point...

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: I am proposing this not in terms of community disruption caused by the project but in terms of it being good practice if we are serious about job creation and taking people off the live register. Perhaps what we need to do is provide in all legislation that this would be good practice as part of publicly funded contracts. If it were already a general requirement, I would not be seeking to...

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: In which context does it apply to this Bill?

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: May I ask two questions for clarification, not related to the amendment?

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: Will the Minister clarify from a regulatory perspective if ComReg or CER will be the regulatory authority? How will that framework be handled under the proposed joint ventures? I understand that UPC and Sky are not currently covered under those regulations and will be brought in under these regulations? If not, it would appear there are different requirements for one company but not for others.

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: That will not change.

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: The company will but it does not make any change in terms of the joint arrangements.

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: For the record, as I know that some CWU workers have concerns that this legislation might make it more difficult for them to do their work, will the Minister make it clear that, for example, Eircom will be able to work on this as a joint venture?

Committee on Transport and Communications: Select Sub-Committee on Communications, Energy and Natural Resources: ESB (Electronic Communications Networks) Bill 2013: Committee Stage (6 Feb 2014)

Michael Colreavy: I thank the Minister.

Down's Syndrome (Equality of Access) Bill 2013: Second Stage (7 Feb 2014)

Michael Colreavy: I commend Deputy Finian McGrath for introducing this legislation. In any civilised society there are some fundamental principles to which every single citizen must be entitled. Among these fundamental principles are: the right of access to quality health care, when needed; the right to live in a warm, secure home; the right to adequate clothing and nourishment; the right to a level of...

Energy Regulation (Code of Practice) Bill 2013: Second Stage [Private Members] (7 Feb 2014)

Michael Colreavy: I welcome Deputy Moynihan's Bill. It is important that there is a clear and proper code of practice for electricity and gas suppliers in dealing with their customers. I am disappointed that the Government will oppose this proposed legislation. In a time of declining incomes and increasing charges, more and more people will be left without electricity or gas. It is a serious and growing...
