Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Commission for Energy Regulation and Irish Water (14 Feb 2017)

Martin Heydon: We have talked about what the use of metering has achieved in the past, but what can it do in the future? I would like to hear the CER's view on whether there is scope for a rebate for customers in the future where they use their meters to very adequately show consumption has been kept well down. How does the CER see meters being used that way in the future? I know it is a CER...

Written Answers — Department of Defence: Defence Forces Properties (15 Feb 2017)

Martin Heydon: 51. To ask the Taoiseach and Minister for Defence if consideration will be given by his Department to the provision of a site for a new school campus for the existing three Curragh schools that currently operate in substandard accommodation; if his officials will engage with the Department of Education and Skills on this; and if he will make a statement on the matter. [7336/17]

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Martin Heydon: I understand that the representatives from the Commission are here with the full authority of the Commissioner and represent the Commission's views. We are working through the recommendations of the expert commission report. If we accept the commission's recommendation that, in the future, we should pay for normal water usage through general taxation, we would like as generous a daily...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Martin Heydon: In the opinion of Mr. Ciobanu-Dordea, has Ireland used or forfeited its derogation under the water framework directive in the past?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Martin Heydon: I ask Mr. Ciobanu-Dordea for clarity. He stated we are not in compliance with the Water Framework Directive at present. Where do we stand on the derogation under the directive that we previously held? Does that still apply to Ireland?

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Role of Regulators and Compliance with European Law: Discussion (15 Feb 2017)

Martin Heydon: The Irish public needs to know this. Does the derogation apply?

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: I thank the delegates for their presentations. As somebody whose sister lived abroad for over ten years and came home in the past couple of years with a husband and a young family, I am aware of some of the challenges in adjusting to life back in Ireland. My sister chose not to live close to the home place but in a rural village about half an hour away. The local school in the village is...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: I was previously a member of the agricultural committee. The witness has addressed access and the green certificate, and moved on to the issue of redistribution, which took place under the last Common Agricultural Policy. This was intended to bring about a more balanced approach. It was a very contentious issue which saw a divide between the so-called productive farmer and more marginal...

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: I will make one final point, although I was not political point-scoring at all. The sheik that Mr. Staunton mentioned would have been entitled to more money in the past. The reason somebody who owned extensive amounts of stud land is getting that money is that historically, and still to this day, they have a large holding and a lot of cattle. They are farming productively.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: It is easy to come with the headline "Top Ten".

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: We are talking about €1.3 billion.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: In the general scheme of things, the redistribution that happened has made the system a lot fairer.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: There are 4,000 people in rural parts of Kildare who are employed in these stud farms. They are real jobs for real families, so I would not dismiss them either.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: Absolutely.

Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Returning Emigrant Support Services: Discussion (15 Feb 2017)

Martin Heydon: I agree.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Martin Heydon: I thank the witnesses for their attendance. I am disappointed that Mr. Brendan Ogle is not here today because he has talked the talk on Facebook and other forms of social media about coming in here and made specific reference to me. After he stood us up on the first day I thought that he might do us a favour and come in today. He seems to have cried off in order to avoid being questioned...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Martin Heydon: I thank Mr. Gibney for his response. We talked about taxes. Many people on his side of the argument refer to taxing the wealthy, which is a fairly easy mantra. At times the general public do not realise that 6% of the highest earners in this country pay 49% of the income tax and USC, which is a fairly substantial figure. They are also the key people who drive business and economic...

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Martin Heydon: Mr. Gibney mentioned income tax specifically.

Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Right2Water (21 Feb 2017)

Martin Heydon: He obviously feels we should reinstate those taxes to pay for our water services.
