- Select Committee on Transport, Tourism and Sport: Road Traffic (Amendment) Bill 2017: Committee Stage (Resumed) (21 Mar 2018)
Shane Ross: In response to Deputy Murphy, Deputy Martin and others, I note that if something is ruled out of order, it is ruled out of order. It has absolutely nothing to do with me. I regret that these things have been ruled out of order, apart from the fact that the Bill will obviously go through a little bit more quickly. A ruling that an amendment is out of order is not something over which I have...
- Select Committee on Transport, Tourism and Sport: Road Traffic (Amendment) Bill 2017: Committee Stage (Resumed) (21 Mar 2018)
Shane Ross: I addressed this the last time I was here. We held two or three meetings with all the stakeholders. I am thinking of setting up a committee of interested Oireachtas Members to discuss the issue and make recommendations to my Department about what should be done about rural transport to alleviate the problems for people getting home after a night out when they should not be driving. I am...

- Select Committee on Transport, Tourism and Sport: Road Traffic (Amendment) Bill 2017: Committee Stage (Resumed) (21 Mar 2018)
Shane Ross: I have an answer to that. Obviously what Deputy Troy is saying is well motivated. Is he sure that he wants to introduce an amendment which would criminalise children? This amendment would do so.
- Select Committee on Transport, Tourism and Sport: Road Traffic (Amendment) Bill 2017: Committee Stage (Resumed) (21 Mar 2018)
Shane Ross: Certainly. I am perfectly happy to look at this. I have considered this, and the amendment which Deputy Troy addressed is flawed, like others. It criminalises children in the first place, and that is not what he intended to do.

Within its capital budget, the...
- Written Answers — Department of Transport, Tourism and Sport: Bus Services (22 Mar 2018)
Shane Ross: The Deputy may wish to note that the National Development Plan 2018-27 (NDP) is a Capital Plan so its focus is on Capital expenditure for investment in infrastructure; the NDP does not relate to Current expenditure, such as funding for PSO subvention for public transport service operation which is the main type of funding relevant to the introduction of additional new services. As...
- Written Answers — Department of Transport, Tourism and Sport: Rail Services Data (22 Mar 2018)

- Written Answers — Department of Transport, Tourism and Sport: Maritime Safety Regulations (22 Mar 2018)
Shane Ross: I understand from the Marine Survey Office that the vessel in question does not comply with the specific requirements for hull construction for a new P5 passenger boat as set out in Reg. 9 (2) (a) of the Merchant Shipping (Passenger Boat Regulations), 2002. It is defined as a “new” passenger boat under the relevant Regulation. The relevant clause in the...

- Written Answers — Department of Transport, Tourism and Sport: Motor Tax (27 Mar 2018)
Shane Ross: Arising from a commitment in the Programme for Government 2007-2012 to rebalance the motor tax and vehicle registration tax (VRT) systems to reward the purchase of greener cars, a new basis of charging motor tax and VRT for private vehicles was introduced from July 2008. Shane Ross: Driver testing in Ireland is carried out directly by the Road Safety Authority, RSA, to a standard that complies with the EU directive on driving licences. Studies show that young drivers and inexperienced drivers are more likely to die or be seriously injured in collisions, and the essential driver training, EDT, the course of 12 one-hour lessons, is one of several measures introduced by...
