Mary Coughlan: The reason I referred to the DDDA report as a draft report is that it was sent to the interested parties to give them an opportunity to reply to what was written in it. It is also important to point out that Professor Brennan has implemented many of the recommendations within the report. That is the reason it is in draft form; it is normal procedure on advice.
