Future of the Post Office Network: Motion (18 Sep 2018)

David Cullinane: I thank the Leas-Cheann Comhairle. First of all, I commend my colleague Deputy Stanley on tabling this motion. Three post offices in my own constituency are closing in Ballinamult, Kilmeaden and Lemybrien. It is true to say that if one does not nail everything down in this State, either Fianna Fáil or Fine Gael will sell it off, privatise it or close it down. It is a bit disingenuous...

Future of the Post Office Network: Motion (18 Sep 2018)

David Cullinane: His party is keeping this Minister in office. He should own it. The Deputy talked about the ruination of rural Ireland. He should take responsibility for the fact that rural Ireland is ruined because of what his party did. Hundreds of thousands of young people are in different parts of the world today because of the policies of his Government, yet time and again the Deputy thinks it is...

Future of the Post Office Network: Motion (18 Sep 2018)

David Cullinane: He has absolutely zero credibility and the people in rural Ireland know it. He has zero credibility. The Minister with responsibility is gone. It is a pity he did not stay for all of the exchanges.

Future of the Post Office Network: Motion (18 Sep 2018)

David Cullinane: He should be here for all of the debate because he is the Minister with responsibility for this area. He should be listening to all of the contributions. I will just say this, because other speakers need to come in. We have put forward solutions, as have others in this House. Independent Members and others, including Fianna Fáil by the way, have put forward some solutions in respect...

Written Answers — Department of Housing, Planning, and Local Government: Postal Voting (18 Sep 2018)

David Cullinane: 782. To ask the Minister for Housing, Planning, and Local Government if an Irish student studying outside the State can qualify for a postal vote; and if he will make a statement on the matter. [37103/18]

Scoping Inquiry into the Cervical Check Screening Programme: Statements (19 Sep 2018)

David Cullinane: I welcome the publication of the Scally report. There is universal acceptance that Dr. Scally has done a good job in the timeframe given to him and with the terms of reference that governed his work. He admits that he was unable to establish the full facts and the truth in many areas because of a lack of time, access to information and so on. An awful lot more work needs to be done to...

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: What is the logic or reasoning behind examining this in the first place? I have no difficulty with scrutinising any set of accounts and if a proposal is made, I will support it. We have the letter from the Accounting Officer. However, the accounts are audited by the Office of the Comptroller and Auditor General and I might put a number of questions to him before we proceed. If his office...

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: With respect, the proposal came from the Chairman. We have a great deal to do but let us not rush things either. We have a responsibility to ask questions before we proceed to bring people in, especially if an Accounting Officer has raised concerns himself and written to us. I am, therefore, asking the Comptroller and Auditor General about the work his office has done. Second, my...

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: Who does?

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: What body scrutinises those?

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: That is the Comptroller and Auditor General's audit.

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: Is the issue then that the Accounting Officer, or accountable officer, is saying he cannot answer questions because it would be unconstitutional? That seems to be what he is saying. Mr. McCarthy says he audits the accounts in exactly the same way, signs off on them and gives an opinion. I imagine if there were an issue, there would be exchanges between management in Áras an...

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: The Comptroller and Auditor General does that in the course of all of the audits of all Departments and we have an opportunity to scrutinise them. The problem here is that we are being told we do not have an opportunity to scrutinise these accounts in the same way due to legal or constitutional issues. Is that not what Mr. Fraser is suggesting?

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: That is a suggestion but he is the person saying it and he is the person coming in. We may need to get some clarity on that. Do we have legal advice as to what we can or cannot do and what we can or cannot ask?

Public Accounts Committee: Business of Committee (20 Sep 2018)

David Cullinane: However, he does not have a duty to explain how the money is spent. I imagine he will say he has allocated the money.
