Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Current Issues Facing Members of the Defence Forces: Representative Association of Commissioned Officers (3 Oct 2023)

David Stanton: Is that right?

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Current Issues Facing Members of the Defence Forces: Representative Association of Commissioned Officers (3 Oct 2023)

David Stanton: There is also the high-level steering board of the Commission on the Defence Forces chaired by the Secretary General of the Department of the Taoiseach and the implementation oversight group. We should maybe invite both of those before us shortly. They have direct responsibility for oversight too.

Ceisteanna Eile - Other Questions: Naval Service (3 Oct 2023)

David Stanton: 77. To ask the Taoiseach and Minister for Defence if he has considered a retention payment to encourage personnel to remain in the Naval Service; and if he will make a statement on the matter. [41037/23]

Ceisteanna Eile - Other Questions: Naval Service (3 Oct 2023)

David Stanton: I want to ask the Minister if he has considered a retention payment to encourage personnel to remain in the Naval Service, given the fact that there is an issue with the number of personnel. As part of that, has he looked at the single pension scheme which, RACO told us today, seems to be the trigger for a lot of people leaving the Defence Forces? Has he considered a specialised instructors...

Ceisteanna Eile - Other Questions: Naval Service (3 Oct 2023)

David Stanton: I thank the Minister for his response and encourage him to continue with the work of advancing the suggestions and proposals he put forward. Can he give us any idea as to when the Commission on Defence Forces recommendation that the naval seagoing tax credit and the Naval Service seagoing commitment scheme be replaced with a less complex seagoing duty measure? Could he also give any idea...

Ceisteanna Eile - Other Questions: Naval Service (3 Oct 2023)

David Stanton: I thank the Minister for his response, the work he is doing and his commitment to this. Would he agree that this is now urgent? For example, the number of people who were approved last year for the seagoing commitment scheme was 32, something the Secretary General of the Department of Defence told us last week. These schemes are extraordinarily complex, and hard to understand and qualify...

Ceisteanna Eile - Other Questions: Defence Forces (3 Oct 2023)

David Stanton: Would the Tánaiste agree that it would be important to try to find out why personnel are leaving the Defence Forces? Is he aware of the quantitative analysis carried out by RACO which states that 78% of respondents did not receive an exit interview? There is very little attempt being made to find out why they are leaving.

Ceisteanna Eile - Other Questions: Defence Forces (3 Oct 2023)

David Stanton: Some 78% have not received an exit interview.

Written Answers — Department of Defence: Naval Service (3 Oct 2023)

David Stanton: 85. To ask the Taoiseach and Minister for Defence the number of naval personnel who availed of the Naval Service seagoing commitment in 2021 and in 2022; the total amount drawn down in each of these years; and if he will make a statement on the matter. [41036/23]

Saincheisteanna Tráthúla - Topical Issue Debate: Invasive Species Policy (4 Oct 2023)

David Stanton: I thank the Leas-Cheann Comhairle for selecting this matter and I thank the Minister and Minister of State for being here. A number of years ago we did not know about Japanese knotweed but now we do. We know how dangerous it is and how expensive it is to remove. In some instances and in some countries, people cannot get mortgages if it is on a site. Invasive species such as this are...

Saincheisteanna Tráthúla - Topical Issue Debate: Invasive Species Policy (4 Oct 2023)

David Stanton: I thank the Minister of State for his response and acknowledge the work that is going on here. While he said the ant has not been found in the wild in temperate climates such as ours, it has actually been found in Finland, Spain and the UK. It has been found in imported soil and dealt with but the risk is still there and we have to be extremely vigilant. As I said earlier, Japanese...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: The Circular Economy: Discussion (4 Oct 2023)

David Stanton: This area is particularly extraordinary and exciting. It is hugely important and has massive potential for good. I think I speak for everyone in the committee when I say we support the Minister of State 100% in what he is doing. It is massively important. On that last issue that my colleague mentioned with respect to CCTV, is there a resource issue regarding data controllers? In...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: The Circular Economy: Discussion (4 Oct 2023)

David Stanton: I want to go back, if I may, to the centre of excellence for circular manufacturing and innovation. The Minister of State said it will be up and running in the coming months. Will that be this side of Easter or this side of the summer? This is a business and enterprise committee and I would be of the view that this would be a very important way of supporting businesses and manufacturers...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: The Circular Economy: Discussion (4 Oct 2023)

David Stanton: I know.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: The Circular Economy: Discussion (4 Oct 2023)

David Stanton: Some companies have actually got rid of disposable cups. They use refillable cups and have saved money. One small shop of which I am aware has saved €9,000 in a year.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: The Circular Economy: Discussion (4 Oct 2023)

David Stanton: That would be probably be the cost without the cover.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: The Circular Economy: Discussion (4 Oct 2023)

David Stanton: What is happening with this levy?

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Current Issues Facing Members of the Defence Forces: Representative Association of Commissioned Officers (3 Oct 2023)

David Stanton: I have a final question. It has been said to us more than once - the witnesses alluded to this - that we are beyond full employment. It is a term I heard last week. We are all inundated with people contacting us from the private sector saying that they cannot get workers. When they look at the Defence Forces they see a cadre of highly trained, highly disciplined, very able people and they...
