Eamon Ryan: Under Section 7 of the Roads Regulations, 1994 (Statutory Instrument 119 of 1994) only a person holding a driving licence referred to in Section 22 (1) of the Road Traffic Act, 1961 authorising that person to drive the vehicle, may use a motorway. Therefore, a person in possession of a learner driver permit is not permitted to use a motorway.
