Seán Ó Fearghaíl: By way of explanation, I would have thought everyone understood the system. The Leaders of each of the eight groups in the House are given an opportunity to raise a question before other Members. I have long held the view that Leaders who have the opportunity to ask questions on Leaders' Questions should not be asking questions on promised legislation at all.
