Eamon Ryan: Given the comments of the Minister of State, I have little choice but to press the amendment. We are on Report Stage of the Bill and it is very unfortunate that the Minister of State cannot explain an important issue that may cause legal difficulties. It is also unfortunate that the senior Minister is not here to provide the answer.

Eamon Ryan: I move amendment No. 35: In page 11, line 37, to delete "shall arrange" and substitute "shall as soon as practicable, arrange". This is a much less contestable amendment and I hope the Minister of State, given his knowledge of the building industry, will see the sense in it.
