Catherine Connolly: I will let the witness take up the details for Lithuania and problems arising therefrom on the Chairman's time. I want to get to the high net worth individuals in a moment. I understand there was a stand-alone strategy in 2011 for tobacco and I presume that was effective. It has not been followed up and there has not been a stand-alone strategy since.
