- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: I move amendment No. 2: In page 6, between lines 36 and 37, to insert the following: "(iii) registered pharmacists, who are members of the Pharmaceutical Society of Ireland,". On Committee Stage on Tuesday, Senator Minihan informed the House that pharmacists in the North will shortly be allowed to prescribe certain drugs over the counter. This amendment recognises such a provision and...
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: I move amendment No. 3: In page 6, between lines 36 and 37, to insert the following: "(iii) paramedical staff, whoâ (a) are in the employ of the State, either directly or indirectly through the Health Services Executive or a Local Authority, and (b) whose position could be described as one that would require the ability to prescribe medicinal products from time to time, and (c) who have...
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: I move amendment No. 4: In page 29, between lines 42 and 43, to insert the following: "18.â(1) It shall be an offenceâ (a) for any person or body corporate to send or cause to be sent by use of the postal service, any medicinal product, where the sale of such a medicinal product is concerned, or where there is financial reward for the person or body corporate body so sending the medicinal...
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: I move amendment No. 5: In page 36, line 4, after "charge" to insert ", including dental health,". The inclusion in the legislation of provision for free dental care for children in primary school is interesting. I am aware that amendments Nos. 6 and 7 have been ruled out of order, but with your permission, a Chathaoirligh, I might cover that topic now, if possible, because they are linked in...
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: The amendment seeks to insert the words "including dental health" because primary school children require proper dental health facilities. I was surprised by this section as I was not aware that dental health came within the remit of the Bill. I will leave it at that and will speak later on amendments Nos. 6 and 7 that were ruled out of order.
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: As the Minister of State has correctly pointed out, it is happening anyway and children in primary schools are being examined for dental health purposes. My amendment sought to include such a provision in the Bill once and for all. The term "health examination" is very vague â it could mean taking blood pressure, as well as aural, oral or optical tests. Since it is happening anyway, it...
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: I thank Senators, the Minister of State and his officials for facilitating the passage of the Bill through the House. I must record my deep unhappiness about the Bill in general, however. When the Bill was first presented I thought it was quite a simple and uncomplicated measure, but it has turned out to be somewhat different than planned. I am not happy with the Government's approach to...
- Seanad: Irish Medicines Board (Miscellaneous Provisions) Bill 2005: Report and Final Stages. (8 Dec 2005)
Fergal Browne: I wish I had the ability to listen to a Minister reading out a one-page answer about a Government amendment and take it all in, but I cannot. The lack of briefing notes means that I am failing in my job on behalf of the electorate. I compliment Senator Minihan who informed us on Tuesday that pharmacists in the North are able to prescribe. That information was not given to us beforehand,...
- Seanad: School Accommodation. (8 Dec 2005)
Fergal Browne: This matter, unlike the previous Bill, is quite uncomplicated. It concerns Nurney national school in County Carlow. Nurney is a very picturesque village perhaps five or six miles outside Carlow town. It is currently a two-teacher school, and it is in urgent need of a devolved grant. I understand that it applied for such a grant in 2000 and that it has requested an update. In classroom one,...
- Seanad: Schools Building Projects. (13 Dec 2005)
Fergal Browne: I welcome the Minister to the House. It is his second time taking an Adjournment matter on education from me. I will not complain this time. On the last occasion, I was quite irate about the treatment of the Carlow autism group, which I am pleased has been resolved. This issue is clear-cut. The Minister will be well aware of the Carlow vocational school in the Kilkenny Road. While the...
- Seanad: Schools Building Projects. (13 Dec 2005)
Fergal Browne: I forgot to mention that Carlow vocational school in involved in the delivery of a number of PLC courses. I was amazed to learn yesterday that it has the largest number of PLC students in the country. I forget the exact number involved. Those students are currently accommodated in prefabs at the back of the main building.I urge the Minister to use his influence in the Department of Education...
- Seanad: Order of Business. (14 Dec 2005)
Fergal Browne: I agree with previous speakers on the issue of accident and emergency services. It is shocking that men who present at accident and emergency departments have consumed an average of 15 drinks and women 11 drinks. The statistics are worse for younger ages. It is unacceptable for people to spend over â¬100 consuming vast quantities of alcohol and expect the health services to bail them out...
- Seanad: Care of the Elderly: Motion. (14 Dec 2005)
Fergal Browne: I move amendment No. 1: To delete all words after "Seanad Ãireann" and substitute the following: "notes the Government's recent package for the elderly, recognising the need for improved community and home based supports and welcoming any improvements to services for the elderly; condemns the Government for failing to: âdeal with the issue of repaying monies to elderly people who were...
- Seanad: Care of the Elderly: Motion. (14 Dec 2005)
Fergal Browne: I accept that. However, the impression was given that the entire â¬150 million would be spent next year.
- Seanad: Care of the Elderly: Motion. (14 Dec 2005)
Fergal Browne: Based on the results of recent local and by-elections, Fine Gael will be in power next year. This figure should be considered in comparison with the moneys spent on PPARS, which has cost the taxpayer more than â¬200 million to date. The provision for the carer's allowance is comparable to the reduction in betting tax. It is important to put matters in context to get an overall impression....

Fergal Browne: What about a nursing home inspector and the nursing home refunds?
- Seanad: Care of the Elderly: Motion. (14 Dec 2005)

Fergal Browne: Solely in Dublin and Cork.
- Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)
Fergal Browne: Are we on amendment No. 1?
- Seanad: Coroners (Amendment) Bill 2005: Committee and Remaining Stages. (15 Dec 2005)
Fergal Browne: May I speak on amendmentNo. 1, even though it is out of order?
