Shane Ross: Asylum-seekers cannot be issued with a driving licence. Under EU law, Member States issue driving licences to people whose normal residence is in their jurisdiction. By definition, the residence status of an asylum-seeker is not yet determined. It is therefore not possible under EU law to issue driving licences to asylum-seekers.

Shane Ross: I thank the Deputies for what they have said. I understand Deputy Elllis's plea and I sympathise with it. I do not think he could contest that with me. He outlined the benefits for the proposal he made in terms of traffic reduction and the environment. That is fair enough. In terms of cost, Deputy Ellis said it would not cost an arm and a leg.

Shane Ross: There is an exemption from the requirement to wear a seat belt where a person holds a certificate from a medical practitioner stating that they cannot wear a seat belt for medical reasons. Information in respect of such an exemption can be found on the Road Safety Authority's website.
