Written Answers — Department of Education and Skills: Pension Provisions (28 Apr 2015)

Jan O'Sullivan: Teachers and Retired personnel whose salaries and pensions are paid directly by my Department are paid on a fortnightly basis with salaries/pensions lodged to individual accounts on a Thursday. Therefore, the closure of the Single European Payments Area settlement system on Friday 1st May 2015 has no implications for these individuals. Education Training Boards (ETBs) employ and pay their own...

Seanad: Education (Miscellaneous Provisions) Bill 2014: [Seanad Bill amended by the Dáil] Report and Final Stages (28 Apr 2015)

Jan O'Sullivan: I welcome this opportunity to be back in the Seanad where there was considerable interest in this Bill. Indeed, the amendments to which I will refer are largely a response to the debate in the Seanad rather than the debate in the Dáil. I am keen to make that clear. We had a very productive discussion in this House and I welcome the strong engagement of Senators. In accordance with...

Seanad: Education (Miscellaneous Provisions) Bill 2014: [Seanad Bill amended by the Dáil] Report and Final Stages (28 Apr 2015)

Jan O'Sullivan: To respond to Senator Power, the RCSI obviously is not the only organisation that can apply for this. We have deliberately set the bar high because we need to-----

Seanad: Education (Miscellaneous Provisions) Bill 2014: [Seanad Bill amended by the Dáil] Report and Final Stages (28 Apr 2015)

Jan O'Sullivan: It may be the only one that qualifies now, but this is legislation for the future. We have deliberately set the bar high because we want to protect the reputation of our universities and our higher education institutions in general. An institution must reach very high standards before it can use the title of university outside the country. The purpose of this provision is to ensure that...

Seanad: Education (Miscellaneous Provisions) Bill 2014: [Seanad Bill amended by the Dáil] Report and Final Stages (28 Apr 2015)

Jan O'Sullivan: The purpose of amendments Nos. 5 to 9 is to amend section 5 of the Bill, which sets out provisions relating to the hearing of an appeal against a decision of the Minister to impose conditions in relation to the use of university authorisation, to refuse to grant university authorisation under section 2 or to withdraw university authorisation under section 4. The Bill provided that the...

Spring Economic Statement (Resumed) (29 Apr 2015)

Jan O'Sullivan: Over the past four years, the Government has worked night and day to cement our economic recovery. As Ministers have made clear over the past 24 hours, we will not put that at risk over the next five years. Instead, we will continue to manage our finances sensibly while investing in our social and economic recovery. For my part, I am committed to ensuring that economic recovery leads to...

Spring Economic Statement (Resumed) (29 Apr 2015)

Jan O'Sullivan: I remind Deputy Ruth Coppinger that we had to turn around what was an economic collapse. We successfully did that. She spoke about jobs. We brought the live register down from 15% to 10%.

Spring Economic Statement (Resumed) (29 Apr 2015)

Jan O'Sullivan: It has been the Government’s priority to get people back to work. By getting people back to work, we are obviously improving their lives and those of their families, along with providing opportunities in their communities. We are also ensuring there is a larger tax take because more people are working. That allows us to fund public services and, for example, provide funding for...

Spring Economic Statement (Resumed) (29 Apr 2015)

Jan O'Sullivan: Deputy Ruth Coppinger has completely ignored the positive developments. If one looked at way the country was four years ago, it is hard to believe how we turned it around as successfully as has been the case. I know much more has to be done in building the economy and particularly society back up again, as well as providing the kinds of services to which, as Minister for Education and...

Written Answers — Department of Education and Skills: State Examinations (29 Apr 2015)

Jan O'Sullivan: I have accepted Dr Pauric Travers' revised and clarified proposal of 23rd February as the basis for agreement on the implementation of Junior Cycle reform. Under the proposal for reform put forward by Dr Travers, teachers are now no longer being asked to assess their own students for State certification purposes. This addresses the unions' stated core objection to the previous reform...

Written Answers — Department of Education and Skills: State Examinations Fees (29 Apr 2015)

Jan O'Sullivan: The examination entry fee for repeat candidates has increased from €284 in 2011 to €301 in 2012, an increase of 6%. This is the same level of examination fee increase which has applied to the fees generally for Leaving Certificate candidates. Special examination entry fees for repeat candidates were introduced in 1987 on the basis that it is not unreasonable to expect those...

Jan O'Sullivan: Under the terms of the student grant scheme, grant assistance is awarded to students who meet the prescribed conditions of funding, including those relating to nationality, residency, previous academic attainment and means.
