- Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (7 Mar 2024)
Eoin Ó Broin: As the section 28 ministerial guidelines legislation was introduced in January 2016, 30-something is not a huge number. Were the Minister to make the case that it would be too onerous, and maybe he is right,I would be open to having a position, not unlike EU scrutiny, where when a section 28 guideline in draft is published, the committee could be asked whether this was something it wanted...

- Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (7 Mar 2024)
Eoin Ó Broin: There is a huge difference between having something in the NPF, which is a legally binding, statutory plan, and having something in section 219. The Minister knows, as we do, some local authorities have good housing action plans while others are patchy. If he wants to ensure consistency, standardisation and compliance, the best way to do it is put it in the NPF. Sections 19 to 22,...

- Select Committee on Housing, Planning and Local Government: Planning and Development Bill 2023: Committee Stage (Resumed) (7 Mar 2024)
Eoin Ó Broin: I am not seeking to reopen the substantive discussion we had before on some of the process issues, but I will address the issue of revocation. This does not just deal with the setting or amending of the statements. We have had that discussion in terms of process. There is also the issue I raised in respect of their revocation. It seems to be a remarkably easy procedure for a new Minister...

Eoin Ó Broin: I thank the Minister for providing that clarification.
