David Cullinane: Why did the March memo state "Pause all letters"? What was the rationale?

David Cullinane: This is my final point. The laboratory was part of the problem in terms of not wanting the women to get the information. According to a briefing note that Arthur Cox gave to the HSE, there were no contractual issues and CervicalCheck was free to send the letters.

David Cullinane: That was not done until June. It was done on the basis of agreement with the lab, even though the HSE's own legal advice was that-----

2016 Financial Statements of the HSE (Resumed)
(17 May 2018)

David Cullinane: It is. I have all of the documentation and information we have been given. A briefing note from Arthur Cox told the HSE that there was no breach in contract and CervicalCheck was free to send the letters. It was not until June that a decision was taken to do so, and CervicalCheck reached an agreement with the lab. It strikes me that pressure from one of the labs contributed, at least in...

David Cullinane: When Dr. O'Keeffe says "they", who is she talking about?

Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (23 May 2018)

David Cullinane: Which ones?

Public Accounts Committee: 2017 Financial Statements of the Local Government Fund
2017 Financial Statements of the National Training Fund
2017 Financial Statements of the Economic and Social Research Institute
2017 Financial Statements of the Abbey Theatre
(23 May 2018)

David Cullinane: I thank the Accounting Officers for coming. As I know that they are busy, we will keep it short. I address the Comptroller and Auditor General. He put a spotlight on this issue some time ago when he reported on the timely presentation of accounts. From his experience, since he and the committee looked at and examined the issue, what progress has been made?

2017 Financial Statements of the National Training Fund
2017 Financial Statements of the Economic and Social Research Institute
2017 Financial Statements of the Abbey Theatre
(23 May 2018)

David Cullinane: Would it be fair to say, if the Comptroller and Auditor is saying that it is complex, that there may be a good reason and there are occasions when an organisation simply has not submitted its accounts on time for genuine reasons?

Public Accounts Committee: 2017 Financial Statements of the Local Government Fund
2017 Financial Statements of the National Training Fund
2017 Financial Statements of the Economic and Social Research Institute
2017 Financial Statements of the Abbey Theatre
(23 May 2018)

David Cullinane: One point I take from all of the opening statements is that there seem to be logical reasons in almost all of the cases that the accounts were not submitted as quickly as maybe would have been hoped but something that jumps from all of the pages is that there is no legal obligation on them to present their accounts in an exact timeframe. Can the Comptroller and Auditor General confirm...

David Cullinane: I put it to the Chairman that I appreciate we are bringing Accounting Officers in because there is not what we would consider to be a timely presentation of accounts but there is not any timeframe set out in the code. Every opening statement states the same. If we are to include this in one of our periodic reports, that may be something that should be looked at. I do not see how we can...

David Cullinane: I will ask one final question then. I would imagine this has come up before our time as members of the Committee of Public Accounts. Is there a good reason there was not a specific requirement in terms of a timeframe included in the code, which states, as Deputy Catherine Murphy has it, "as soon as may be", after the end of the financial year.

David Cullinane: We could write to DPER and find out what is the logic of not having a specific timeframe.

Pay Inequality in the Public Service: Statements (24 May 2018)

David Cullinane: At the outset, my party welcomes the fact that at long last, moves are being made to address this issue. Accompanying the Minister of State today I can see some of the officials who I met several years ago to discuss this matter. One of the questions we were examining at the time was exactly how much it would cost to unravel all of this and deal with the issue of new entrants post 2011....

UK Withdrawal from the European Union: Statements (24 May 2018)

David Cullinane: There is nothing new of substance in the Tánaiste's speech, which is disappointing. Obviously we all await the June summit and we want to see exactly what this real and substantial progress, which has been talked up and talked about for so long, would be. The Tánaiste knows that I and my party have supported the Government's approach and the European Union's approach to getting...

Public Accounts Committee: Financial Statements 2016: Higher Education Authority, University College Cork and Cork Institute of Technology (24 May 2018)

David Cullinane: Over five years, the number would be around 100.

Public Accounts Committee: Financial Statements 2016: Higher Education Authority, University College Cork and Cork Institute of Technology (24 May 2018)

David Cullinane: Would many of them have had retirement parties?
