- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: I welcome our guests and thank them for their work. I take the opportunity to welcome SOLAS as well and comment briefly on the work it has been doing, which is quite impressive. The one criticism I have is that the organisation is hiding its light under a bushel and many people do not know what it does. I think SOLAS is responsible for local training initiatives, LTIs, across the country....
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: Okay, I thank the CLRG. I am interested in Professor Lynch Fannon's point that the preferential status of revenue was changed in some European countries. She said that has been rolled back. Maybe she could expand on that.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: I thank Professor Lynch Fannon. Mr. Hurley mentioned the social fund in this presentation. Bearing in mind what Professor Lynch Fannon said, am I right in saying the social fund would be, in some way or other, seen as a fallback? I think I heard mention of a €300 million impact on Ireland. Will Mr. Hurley expand on his thinking on that for a moment?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: It was €30 million.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: Is there a risk that, if such a fund were to exist in Ireland and were to be used in a similar way as it is used in France, it would become a kind of "Get out of jail free" card for companies, employers and people who find themselves in insolvency situations as they would know that there is fallback position in which the State and the taxpayer would pick up the tab?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: The second page of Eurofound's presentation refers to a European Commission implementation report from 2011 and notes that "Ireland opts for an eighteen month reference period for outstanding pay claims where a number of member states opt for a six month reference period." It refers to the "effect of limiting the minimum pay out to eight weeks [...] where in other countries it is a twelve...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: I will come back to SOLAS for a moment. With respect to its work with people who have lost their jobs for various reasons, including insolvency, what kind of take-up is there for SOLAS's retraining initiatives and so on? On the outcomes, does SOLAS keep track of the number of people who got employment as a result of such initiatives? I am talking about people who lost their jobs, went to...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Companies (Protection of Employees’ Rights in Liquidations) Bill 2021: Discussion (1 Feb 2023)
David Stanton: It is useful to know how many people benefited and where they ended up afterwards. They may have ended up in better employment than they had previously and now have higher wages, better conditions and so forth. That kind of detail is interesting.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: European Work Councils and Legislative Provisions for Dispute Procedures: Discussion (Resumed) (8 Feb 2023)
David Stanton: I welcome our guests and thank them for their presentations. As they have said, many bodies of various shapes and sizes have moved their headquarters here post Brexit. That increases the imperative and the importance of all this. Dr. Lavelle said that the European Parliament last week voted to adopt a report to further strengthen EWCs. A resolution has passed to recommend to the...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: European Work Councils and Legislative Provisions for Dispute Procedures: Discussion (Resumed) (8 Feb 2023)
David Stanton: That is useful. There are some interesting points in the resolution. One that stands out relates to gender balance. I thought it unusual. Earlier, Dr. Lavelle stated, "It appears that there is a consensus among trade unions, employers and industrial relations experts that there is a straightforward solution to the problem". He proposes the amendment of the current legislation to...

- Saincheisteanna Tráthúla - Topical Issue Debate: Road Projects (9 Feb 2023)
David Stanton: I thank the Ceann Comhairle's office for selecting this matter. I also thank the Minister of State for attending. While she is not a Minister in the Department of Transport, it is great she is here. I have raised a number of times the need to upgrade the N25 between Carrigtwohill and Midleton, County Cork, and will continue to do so. The House just debated housing. The good news is...
- Saincheisteanna Tráthúla - Topical Issue Debate: Road Projects (9 Feb 2023)
David Stanton: I thank the Minister of State for her encouraging response. I am very grateful for that. As I said, we need housing badly. I am concerned that the delay in upgrading this roadway could put many of these houses at risk. That is very important. This site is bounded by a rail link at one end and a dual carriageway on the other side. There is an airport that is not so far away at only 20...
