- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Legislative Proposals (4 May 2017)
Kieran O'Donnell: The point I am trying to make is about the correlation. When we see GDP growth, we assume there is a direct correlation to growth in employment, wages and income tax. Contract manufacturing takes place outside Ireland. Is it logical for it to be included in our GDP?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Scrutiny of EU Legislative Proposals (4 May 2017)
Kieran O'Donnell: With contract manufacturing, the likelihood is that the taxes on those earnings are being assessed in the country where the manufacturing process is taking place. Does the CSO look at it in any way that those contract-manufacturing sales or profits have to be assessed for taxes in Ireland?

- Seanad: Order of Business (10 May 2017)
Kieran O'Donnell: The Cathaoirleach might allow me to take the liberty of welcoming the children from Our Lady Queen of Peace national school in Janesboro and their principal, Mr. Michael Ryan, who are in the Gallery. I will raise the issue of maternity benefit delays. I note the Minister, Deputy Varadkar, has stated there are problems with a new system. The delays appear to have arisen because a new system...
- Seanad: Litter Pollution (Amendment) Bill 2017: Second Stage (10 May 2017)
Kieran O'Donnell: I welcome the Minister. I see considerable merit in the general thrust of the Litter Pollution (Amendment) Bill 2017 and wish to make a number of observations on it. This is an issue that has been coming up a lot. Anyone who has canvassed in recent years will have noticed the increase in the number of dogs generally. More and more people have pets nowadays. The increase in the past five...

Kieran O'Donnell: I am not sure it will be short, but it will be concise.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Kieran O'Donnell: I am intrigued by the figures for the volume of exports to mainland Europe that transit the United Kingdom because they hide what is effectively a cluster bomb. I understand Mr. Barnier has indicated that 65% of Irish exports to mainland Europe transit the United Kingdom. Does this present opportunities in terms of a mechanism down the road? Goods are currently trucked through the United...

- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Kieran O'Donnell: I find this issue intriguing as it may present significant opportunities for us. The United Kingdom and Ireland are very similar in terms of language and the way we operate. Could this yield benefits for us?

Kieran O'Donnell: The witness speaks about transitional measures and arrangements. How long will it be before they come into being? How long might they last for? To add a caveat to that question, is there a situation based on the witness's research where the UK could reverse their Brexit in time depending on the political climate that may evolve, and have we prepared for that?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Kieran O'Donnell: What does the witness anticipate happening from his discussions to date? Does he anticipate a short, medium or long-term transitional arrangement?

Kieran O'Donnell: I wish to raise two quick items.
- Seanad: Order of Business (17 May 2017)
Kieran O'Donnell: They both relate to transport so they are interlinked.
- Seanad: Order of Business (17 May 2017)
Kieran O'Donnell: They also both relate to Limerick. The first is the issue of motor insurance. The cost of motor insurance has continued to increase. Earlier, I heard a colleague looking for a debate. It is urgently needed. There are elderly people for whom the cost motor insurance is climbing and many people cannot get insurance. I ask that the Minister responsible come before the House immediately to...
