Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: We spoke about staff wages. All through the years, there were significantly high wages at executive level within the organisation. There are more than 110 managers in a company of 1,800 employees, which is extremely high when you look at any other company around the country. As chair of the board all through those years, could Ms Doherty justify the significant number of these roles and...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: With regard to the wage levels for the talent end of it, I know a Bill will be debated in the Seanad in about half an hour that would put a cap on those significant wages. We think €400,000 or €500,000 is high. Ten years ago, it was €700,000, €800,000 or €900,000. Would Ms Ní Raghallaigh be supportive of a cap?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: Down through the years, the board has been self-evaluated. Do the witnesses think this is the right way to evaluate how a board is working - to evaluate yourselves?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: We are looking at the figures relating to Toy Show The Musical. I know this committee previously queried the musical and how its timing clashed with Christmas pantomimes that had been funded by the State. Of the 20,000 tickets, 9,000 were either promotional or complimentary, so 45% of the people who attended did so free of charge. It seems an outstanding number of tickets to give out. "The...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: This is the person who is being paid €500,000 by the taxpayer and who is working for RTÉ. RTÉ is taking a risk, as Mr. Coveney said, in putting on a show. The person who presents the show that is called “The Late Late Toy Show” and who promotes it was not willing to engage.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: He declined to get involved with a show that RTÉ was putting forward at significant financial risk to the company. He declined.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: I ask Ms Ní Raghallaigh to come back in. We have to get the trust of people back in RTÉ, which is a public broadcasting company. Does she feel there needs to be widespread change at the top level, both at board level and at executive board level, for her to continue in her role in a new RTÉ going forward?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: I have two questions. Is the internal auditor who did not highlight anything still in the role? Yes or no? Yes. They are still in the role despite over the years never having highlighted any issue that is now the cause of this.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: Their role is to highlight high, medium or low risk-----

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (5 Jul 2023)

Micheál Carrigy: Regarding the car that was brought up, witnesses would not highlight what role the person had. Is anyone in this room the person who handed back the car this week? Perhaps you would ask people.

Seanad: An tOrd Gnó - Order of Business (11 Jul 2023)

Micheál Carrigy: I want to mention a project I have been involved in since I came into Leinster House. It is well known that I have been advocating on behalf of the autistic community. The joint Oireachtas committee issued a report a number of weeks ago and I look forward to working with my colleagues and making sure that report is implemented and making the changes that need to be made in government....

Micheál Carrigy: -----and ensure that we set the standard for all Departments and provide employment opportunities for those who may face some challenges in life.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: I welcome our witnesses. It would be remiss of me not to acknowledge the good work done by Mr. Tubridy down through the years and, as a parent of young children, the joy that the toy show provides on an annual basis in our house.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: I will begin with Mr. Kelly and I will focus on the deal. If I go to a car dealer and buy a car, I get an invoice for a car. If I ask for an invoice for a lorry, I will not get it. When Mr. Kelly invoiced RTÉ, why did he use the term he did on the invoice that was put forward by RTÉ even though he knew it was factually incorrect?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: Even though he knew it was factually incorrect.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: As Mr. Kelly knows, it was factually incorrect. He is a company director with many years of experience. It is surprising that he did not question the fact that it was to a company based in the UK not as in the first year, when it was to Renault, which was for €75,000 plus VAT of €17,250. The two invoices in 2022 for 2021 and 2022 were to the UK at 0% VAT. Would that not have...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: I find that hard to believe of someone with Mr. Kelly's experience as a company director or that a flag would not be raised by somebody auditing within his company. What percentage did Mr. Kelly get of the Renault deal in year one, which totalled €92,250? Did Mr. Kelly get a cut of that deal or was it solely for Mr. Tubridy?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: I want to know whether there was a percentage for Mr. Kelly in the arrangement that was put together for RTÉ. Mr. Kelly is saying it was with RTÉ so I want to know whether there was a percentage for NKM. Did Mr. Kelly benefit financially from this arrangement over the three-year term or was it solely for the benefit of Tuttle Productions?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: This is core to the issue at hand. That is why I am asking the question.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Micheál Carrigy: Cathaoirleach, do I not have a right to ask the question? I think it is relevant to what we are discussing.
