Danny Healy-Rae: It is Government policy that historical housing estates be taken into the charge of local authorities. It has now come to light that Irish Water has to agree to each application for taking an estate in charge. However, where there are communal septic tanks, neither Irish Water nor the local authority will take the estate into its charge.
