- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Obstetric Medicine in the Netherlands: Professor Sjef Gevers and Professor Eva Pajkrt, University of Amsterdam (23 Nov 2017)
Anne Rabbitte: I am going to lead on from where Deputy Smith was in respect of socioeconomic factors. It is a question I would have asked of previous witnesses. It has to do with children in foster or residential care. How are those issues addressed through the legal framework in the witnesses' country? If a teenager or young adult finds herself pregnant and there is a care order for her, in this...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Obstetric Medicine in the Netherlands: Professor Sjef Gevers and Professor Eva Pajkrt, University of Amsterdam (23 Nov 2017)
Anne Rabbitte: In this country, according to Ms Justice Laffoy and the other senior counsel we had in, they have to go before the courts. That brings gestation times into it. It was a question I raised a number of weeks ago. I am spokesperson for children in my party. We have 6,300 children in care in Ireland and somebody has to articulate these questions on their behalf. How are we to address that...
- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Obstetric Medicine in the Netherlands: Professor Sjef Gevers and Professor Eva Pajkrt, University of Amsterdam (23 Nov 2017)
Anne Rabbitte: It is just one of those loopholes. I think there is going to be a huge challenge around it. It has to do with children in care. The last day, when we had our own legal professionals before the committee, they clearly told me the process at present. I do not know from a legislative point of view how we can address this anomaly in the system. It is going to be a huge issue. I found the...

- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Obstetric Medicine in the Netherlands: Professor Sjef Gevers and Professor Eva Pajkrt, University of Amsterdam (23 Nov 2017)
Anne Rabbitte: I thank Professor Pajkrt for expanding on that. My final question is really just a comment. Many witnesses have appeared before us. They have talked about people being coerced or persuaded into seeking or avoiding terminations. When women present at Professor Pajkrt's clinic, does it persuade them that going through with it is the right decision? What is her clinic's involvement?

- Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Obstetric Medicine in the Netherlands: Professor Sjef Gevers and Professor Eva Pajkrt, University of Amsterdam (23 Nov 2017)
Anne Rabbitte: May I ask a question on the statistics? Professor Pajkrt mentioned that as many people did not abort as did when they discovered that their children had Down's syndrome. Does she have statistics on that?

- Ceisteanna - Questions (Resumed) - Priority Questions: Early Childhood Care and Education Programmes (28 Nov 2017)
Anne Rabbitte: I thank the Minister for her response. I will begin by welcoming that there is now only one entry point in the second year of the ECCE scheme. I also welcome the expansion of the second year of the ECCE scheme. Does the Minister understand where my question is coming from? It is based on a parliamentary question I put to the Department in recent weeks. The reply said there was a shortage...
- Ceisteanna - Questions (Resumed) - Priority Questions: Early Childhood Care and Education Programmes (28 Nov 2017)
Anne Rabbitte: I welcome that funding will become available. The Minister asked me about crèches and areas I was talking about. I was talking about Mountbellew community child care group. There is another community child care group in Kerry that I was talking about, which is looking at 20 or 30 extra spaces. As a result of streamlining the entry points and removing those in December and April, it...

- Ceisteanna - Questions (Resumed) - Priority Questions: Combatting Cyberbullying (28 Nov 2017)
Anne Rabbitte: I thank the Minister for her reply. It is wonderful to hear that so many Departments are working together on this. I am a member of the Oireachtas Joint Committee on Children and Youth Affairs. Dr. Geoffrey Shannon presented a report to the committee explaining that 59% of all children between the ages of nine and 15 use electronic devices. He explained the harrowing effect online devices...
- Ceisteanna - Questions (Resumed) - Priority Questions: Combatting Cyberbullying (28 Nov 2017)
Anne Rabbitte: What are the Minister's views on creating the post of digital safety commissioner, as proposed by the Oireachtas Joint Committee on Children and Youth Affairs? All the witnesses who appeared before the committee agreed this would be a positive step in the right direction. I compliment the Office for Internet Safety on the good work it is doing. It produced 40,000 booklets but that is only a...

- Ceisteanna - Questions (Resumed) - Priority Questions: Early Childhood Care and Education Programmes (28 Nov 2017)
Anne Rabbitte: I thank the Minister for her response. I tabled this question because I recently met a woman who has been trying to get her child, who has a disability, into a preschool service. Even though she lives just outside Portumna, the only preschool service she can get for her child is near Limerick. When I got in behind the bones of it, I discovered that some child care providers do not look on...
- Ceisteanna - Questions (Resumed) - Priority Questions: Early Childhood Care and Education Programmes (28 Nov 2017)
Anne Rabbitte: I hear exactly what the Minister is saying to me. I do not want to trivialise the situation. While the AIM model provides for absolutely fantastic interventions and wholeheartedly inclusive groupings, it is not working in the sense that it takes 50 days, or ten weeks, for applications to go through. It is a boundary for child care providers who are looking to put systems in place so they...
