- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: Let us bring it back to the previous point. On the basis that most cases involve a board of three, if there were perhaps ten, there would be a better opportunity for somebody to state, under the imperative reasons of overriding public interest provisions, that 13,000 families were affected. An Bord Pleanála was not providing adequate scope. Its practice is to involve three persons,...
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: About the specific case, I would love to ask Mr. Walsh if he did bring the file to the full board, but I appreciate that he does not want talk about it.
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: Mr. Walsh should feel free to tell the committee if he wants to do so.
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: I am only using hypothetical cases where we are talking about 13,000 families being without clean water for what could be years and wondering about the level of proactivity and the fact that, by his own admission, Mr. Walsh considered the habitats directive, in particular, Article 6(4), which deals with the imperative reasons of overriding public interest. He did not do it in one instance.
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: This is my last question. I promise I will then wind up, but I have to ask this question. Did the full board consider the Irish Water application for the Lough Talt treatment plant?
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: I accept the Chairman's ruling, but may I comment on it?
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: That is grand.
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: Fair enough. I appreciate that it is the Chairman's ruling and I respect the Chair, but I fundamentally disagree with it because it is in the public interest.
- Public Accounts Committee: 2018 Financial Statements of An Bord Pleanála (3 Oct 2019)
Marc MacSharry: We have established today that, under section 181 of the Act, the Minister could have directed that planning permission be granted for that treatment plant and that three years on 13,000 families do not have clean water. If that does not constitute an emergency, I do not know what does. I further add that it is poor practice by An Bord Pleanála to fracture itself into groups of three...
- Financial Resolutions - Financial Resolution No. 1: Tobacco Products Tax (8 Oct 2019)
Marc MacSharry: In supporting Financial Resolution No. 2, as my colleague has said, I want to raise a point in the context of coming from rural Ireland and the fact that mitigating circumstances exist for the dependency on fossil fuels in that area. Thought should be given in future legislation to those mitigating circumstances. I suggest that the Government is in breach of the National Oil Reserve...
- Financial Resolution No. 3: Stamp Duties - Section 126AA Bank Levy (8 Oct 2019)
Marc MacSharry: In facilitating this budget under the confidence and supply agreement, it was crystal clear to us that some measures did not give adequate cognisance to the impact on people. We will support Financial Resolutions Nos. 3 and 5, which we view as technical adjustments to, respectively, maintain the €150 million yield on the bank levy and fill a loophole so that companies being sold or...
- Financial Resolution No. 3: Stamp Duties - Section 126AA Bank Levy (8 Oct 2019)

- Financial Resolutions 2019 - Financial Resolution No. 9: General (Resumed) (10 Oct 2019)
Marc MacSharry: I am glad to have an opportunity to make some points on the budget. As Fianna Fáil spokesperson on transport, tourism and sport, I will focus on those areas. Needless to say, if it was not for the Brexit pantomime and debacle, this budget would not have been facilitated by Fianna Fáil. I yearn for the day when the Government is out of office because the sentence which captures...
- Financial Resolutions 2019 - Financial Resolution No. 9: General (Resumed) (10 Oct 2019)
Marc MacSharry: I am happy to support the Deputy on the Ardee bypass, but there are Ardee bypasses all over the country. We need to be truthful with the people and tell them what is being cut. The budget does not represent an increase. The additional €350 million is to keep existing projects going forward, but we can assume that no new projects will start because no money is available. The...
