Steven Matthews: The cost-rental model will cover much of what was just mentioned. If we roll it out well and correctly, it will be a turning point in housing policy.

Steven Matthews: I invite Ms. Hoade to comment on that now because we can address issues outside of the LDA Bill and general local government. It is something which the committee has discussed. Much of the pressure is on local government in terms of funding and staff resources and councillors' pay and conditions. We have discussed many areas so I am happy for Ms Hoade to address any of those issues.
