David Norris: The Taoiseach should urge the re-opening of negotiations with the representatives of the Dalai Lama and the release of the Panchen Lama who was kidnapped ten years ago. The Taoiseach should also urge the release of Tenzin Delek Rinpoche. While the Cathaoirleach has said it is not proper to name people, doing so is the only way of getting them out.
