- Seanad: An tOrd Gnó - Order of Business (8 Mar 2021)
Denis O'Donovan: I congratulate the people involved. It is a great day for mná na hÉireann. As the youngest of a big family and having seven sisters, I wonder whether I was henpecked or whether I was subject to the petticoat government. It is a mixed view but I think neither, to be honest. I ask the Leader to provide a debate on the future of rural Ireland. This stems from the closure of post...
- Seanad: An tOrd Gnó - Order of Business (11 May 2021)
Denis O'Donovan: I wish to raise two issues. I first wish to express my delight at the reopening of society. It seems that members of society are like prisoners released to some normality. We should also be aware that we are on probation and if we disobey the guidelines, we might find ourselves back in prison but, hopefully, that will not happen. As the tourism season begins, I observe a large influx of...
- Seanad: An tOrd Gnó - Order of Business (24 May 2021)
Denis O'Donovan: I rise today to speak about the medical condition of epilepsy. This week, starting today, is National Epilepsy Week. I am acutely aware of the extraordinary health difficulties that face this country, the HSE and the Department of Health with regard to the cyber ransom event, which is appalling and frightening. I have a duty, as a public representative, to proclaim that I have been...
- Seanad: Maritime Jurisdiction Bill 2021: Second Stage (31 May 2021)
Denis O'Donovan: I welcome the Minister of State to the House and wish him luck in his portfolio. I am bitterly disappointed that I only have three minutes to speak. I want to talk, primarily, about the fishing industry in Ireland. As we all know, we have been left with only 15% of the fish in Irish waters, with Europe taking the rest. As an island nation, we do not get one fish from Danish, Swedish,...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Sale and Supply of Pets and Animal Welfare: Discussion (1 Jun 2021)
Denis O'Donovan: I thank the Chair for allowing me in. I have missed many meetings for different reasons, such as health, and I feel like King Henry IV. He rarely visited his subjects in his kingdom, and his answer was "seldom seen but much admired". I have no problem with most of what has been said here. I agree with it. My daughter and various family members are animal lovers and have dogs, etc., but...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Sale and Supply of Pets and Animal Welfare: Discussion (1 Jun 2021)
Denis O'Donovan: I welcome Mr. Collins to the meeting and thank him for his submission on behalf of Horse Care Ireland. I am interested in the issue of traceability, and in particular, the DNA situation which would apply to both the equine and canine issues that we have discussed. As somebody who hailed from a farm and was fairly involved with sheep, albeit mountain sheep, I am aware of the huge damage that...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Sale and Supply of Pets and Animal Welfare: Discussion (1 Jun 2021)
Denis O'Donovan: I thank Mr. Collins. It is a very concerning matter. I appreciate Mr. Collins raising it, and I thank the Chairman for allowing me in.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Regulation of Sale and Supply of Pets and Animal Welfare: Discussion (1 Jun 2021)
Denis O'Donovan: By way of clarification, and to conclude my contribution, I am keenly interested in Mr. Collins' proposal. Is he saying that the registration cost of €120 per animal is an encumbrance and is in fact driving some of these horse owners, who are probably not making much of a living out of it, underground? It would cause problems down the road. I am alarmed at the percentage of animals...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: EU Directives (15 Jun 2021)
Denis O'Donovan: I welcome the Minister of State to the House. As I think this is my first time speaking before him, I wish him every success in his brief. The EU Regulation, Article 61(1) of the Control Regulation 1224/2009, imposes unrealistic and extreme demands on fishermen and fisherwomen to have all products weighed at the place of landing before being transported, held in storage or sold. This new...
- Seanad: Nithe i dtosach suíonna - Commencement Matters: EU Directives (15 Jun 2021)
Denis O'Donovan: I know the Minister of State is standing in for the Minister, Deputy McConalogue, but that answer disappoints me. The facts are that tomorrow week, there will be hundreds of trawlers coming up the Liffey by way of protest. The reasons for this are that countries like Belgium have a larger quota for certain species than the Irish have. We have been totally unrepresented. The Minister,...
- Seanad: An tOrd Gnó - Order of Business (15 Jun 2021)
Denis O'Donovan: I wish to raise the issue of the fishing industry in general. Tomorrow week, there will be a major protest during which fishing trawlers from Killybegs, Ros an Mhíl, Castletownbere, Dingle, Kilmore Quay and all around the coastline will come up the Liffey. I am aware that many Senators and Deputies have no interest in the fishing industry whatsoever. I have been involved in public...
- Seanad: An tOrd Gnó - Order of Business (6 Jul 2021)
Denis O'Donovan: I ask the Deputy Leader to support the demand made my colleague from Cork, Senator Lombard, for extra funding to address the severe flooding we endured in places like Bantry and Skibbereen, not once but twice last year, and which cost millions of euro. I raise a matter related to fishing, which is close to my heart. It concerns an application for funding to carry out a development options...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Independent Mink Farms: Discussion (15 Jul 2021)
Denis O'Donovan: There are three aspects to this. The Department of Agriculture, Food and the Marine gave the green light to this and very quickly - though maybe not suddenly - it has decided to put on the red light and close the industry down or prohibit it. Please correct me if I am wrong about the three aspects I see here. The most important thing is the compensation for the workers who have been there...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)
Denis O'Donovan: I compliment the Chairman, Deputy Cahill, on bringing this legislation. It is unfortunate it was not done a few years ago. I was not a member of the previous committee. I speak as somebody who is concerned from a peninsula in a very remote part where vets are already scarce. If they are allowed to go ahead with corporate companies running the show, I cannot see them basing themselves in...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)
Denis O'Donovan: If these regulations are wrong, is there any means of enforcement? Is the Department of Agriculture, Food and the Marine silent on this issue? If so, why is it not being more vocal in support of what Deputy Cahill is doing? Why was it not done five years ago or seven years ago?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)
Denis O'Donovan: I have a final comment.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)
Denis O'Donovan: My point has been made in general. I do not even know what corporations are involved. The difficulty I see with that is they have plenty of finance backing them. They will buy the best lawyers and take on the Department as well. The sooner we get a handle on this, the better. The next thing is that the horse will have bolted and the door will be closed against us.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Denis O'Donovan: Regarding the period of the past 20 years, what sort of graph do our guests have in respect of the damage caused by farming and intensive farming in particular? They stated it is getting worse rather than better. Is there a steer in that regard or what can be done? Is there a correlation between global warming and water quality? As a former local authority member, I recently conducted...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Denis O'Donovan: It might be a superfluous question, but has global warming had any impact on the environment vis-à-viswater quality? Is it in any way related?
- Seanad: An tOrd Gnó - Order of Business (2 Nov 2021)
Denis O'Donovan: I rise today to ask the Leader, or implore her for assistance with a particular matter. I have a neighbour and constituent who, in May 2021, got a Pfizer first jab for Covid-19. Unfortunately, she had a serious reaction and ended up in the accident and emergency department and eventually recovered. Since then, she has been endeavouring to get her second vaccination, if not Pfizer, then...
