- Seanad: An tOrd Gnó - Order of Business (12 Oct 2022)
Regina Doherty: I thank Ambassador Ildefonso Castro for coming to the Seanad and for his service to Ireland; I wish him continued success. The Order of Business is No. 1, statements on the report of the Commission of Investigation (IBRC) on the transaction in relation to Siteserv, to be taken at 2 p.m., to conclude at 2.30 p.m., if not previously concluded, with the time allocated to the opening remarks of...
- Seanad: An tOrd Gnó - Order of Business (12 Oct 2022)
Regina Doherty: Senators Boyhan and Clonan are proposing an amendment to the Order of Business, which I will be happy to accept and support. I thank them for that. Among other colleagues, Senators Murphy and Currie spoke about the momentous occasion that happened last night with the Irish women's team. Today and yesterday, Labour Party representatives asked for a debate on ongoing and professional funding...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: The amendments relate to two different sections, section 75 and section 76. I do not know why they are being discussed together.
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: I do not mind amendments Nos. a4a and b4a being grouped together. I am wondering why amendment No. b4a is not two amendments as opposed to one because there are two distinct and separate items in it.
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: My amendment No. b4ais more in line with what is being sought by licenceholders and those responsible for the industry. While I do not disagree with the Minister of State's statement that she engaged, much of the engagement in the Oireachtas for many months was to try to persuade all of us that what was being asked for on behalf of the industry was not necessary in the first place. It is...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: I thank the Minister of State for her acceptance of certain parts of the amendment but I want to ask some questions about the opposition she has. The Minister of State has rhymed off a very long list of stakeholders there and we could potentially have anything up to 100 people sitting around a large table in a large room, except we might not because we will not compel anybody to come and we...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: I am confused because I do not think the Minister of State answered the question I asked. I can see why she wants to have a stakeholders forum and I see some merit in getting everybody involved in the entire industry to meet on a regular basis to share whatever they think would improve the industry. However, I do not see how it will work to create a licenceholders charter from that very...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: With respect to the Minister of State, I got a very vague answer that everybody at the table has some input into safety. We are talking about licenceholders and the IAA is the State agency responsible for regulating them. I cannot for the life of me see how many of the categories of persons the Minister of State listed, with huge respect to them and the role they carry out in the industry,...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: I thank the Cathaoirleach for indulging me. The reason I want to speak to the section is that I did not know that amendments Nos. a4a, c4a and d4a were contingent on one another, that is, if one if was passed, another could not be pressed. Having said that, I acknowledge and accept that the Minister of State has moved to include some of the provisions of my amendments in her own amendments...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: Everything the Minister of State said is true, except that was not what I asked, to be fair. The Minister of State is aware that the FOI request submitted by IALPA during the summer specifically looked for the interactions between the Department and experts with regard to responding to amendments and the drafting of this Bill. The FOI reply shows the extensive interactions between five...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: We are dancing on the head of a pin here because in previous debates the Minister of State told us the IAA is independent. If it is independent, why was it not included in the response to the FOI? To my mind, the IAA is not independent but is an arm of the State, and the purpose of this legislation is to give governance of the aviation industry to the IAA. We have had this discussion...
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: For the record, the FOI stated that we would like to be provided with all correspondence, meetings, minutes and notes between the Department of Transport and independent technical experts retained by the Department to advise on the Air Navigation and Transport Bill and all amendments. The IAA is either independent or it is not. It cannot be both to suit the purposes of different debates.
- Seanad: Air Navigation and Transport Bill 2020: Committee Stage (Resumed) (12 Oct 2022)
Regina Doherty: The FOI request does not mention "outside" at all. I do not know what "outside" means. We asked for information on the independent experts. The Minister of State has stated on a number of occasions that the IAA, and all the staff we have listed off here, are independent. I will have to go back to the person who submitted the FOI request with me and resubmit it.
- Seanad: An tOrd Gnó - Order of Business (13 Oct 2022)
Regina Doherty: Today and this week mark baby loss awareness week and it is now in its 20th year. It is a wonderful opportunity to bring people together as a community in a safe and supportive space to support anybody who has been touched by pregnancy and baby loss and to allow people to share their experiences, feel connected and share each others' grief. It is probably a little known fact that one in...
- Seanad: Civil Registration (Amendment) (Certificate of Life) Bill 2022: First Stage (13 Oct 2022)
Regina Doherty: I move: That leave be granted to introduce a Bill entitled an Act to amend the Civil Registration Act 2004 to establish a non-statutory register called the Certificate of Life to recognise a child that does not conform to World Health Organisation stillbirth standards of less than 500 grammes and a gestational age of less than 24 weeks. I thank colleagues for their initial levels of...

- Seanad: Electricity Costs (Domestic Electricity Accounts) Emergency Measures and Miscellaneous Provisions Bill 2022: Motion for Earlier Signature (13 Oct 2022)
Regina Doherty: I move: That, pursuant to subsection 2° of section 2 of Article 25 of the Constitution, Seanad Éireann concurs with the Government in a request to the President to sign the Electricity Costs (Domestic Electricity Accounts) Emergency Measures and Miscellaneous Provisions Bill 2022 on a date which is earlier than the fifth day after the date on which the Bill shall have been...

Regina Doherty: Next Tuesday at 2.30 p.m.
- Seanad: An tOrd Gnó - Order of Business (18 Oct 2022)
Regina Doherty: The Order of Business is No. 1, statements on the summer programme, to be taken at 4.45 p.m. and to conclude at 6.15 p.m., if not previously concluded, with the opening remarks of the Minister not to exceed ten minutes, group spokespersons not to exceed eight minutes, all other Senators not to exceed five minutes, time can be shared, and the Minister to be given no less than eight minutes to...
- Seanad: An tOrd Gnó - Order of Business (18 Oct 2022)
Regina Doherty: In response to Senator Dolan, it is a really exciting time when one gets such wonderful new educational institutions such as our technological universities. It will be wonderful to watch them grow and develop from their inception. It is really exciting for the areas that have them so I thank the Senator for raising that issue and for acknowledging the €1,000 rebate that will be...
