Seanad: Budget 2018: Statements (10 Oct 2017)

Rose Conway Walsh: That time went quickly. I will have to save the rest for later in the week when the other Ministers will be present. Demographic pressure, public service pay and the carry-over mean that the service needs an additional €691 million per annum. In this budget, the Government has set aside only €685 million, leaving a shortfall of €6 million. This fact has been put out...

Rose Conway Walsh: People are dying because they do not have the treatment.

Rose Conway Walsh: They are dying-----

Seanad: Order of Business (11 Oct 2017)

Rose Conway Walsh: This morning I expected to be debating and opposing yesterday's budget but I am not going to say anything about the budget or Brexit because yesterday afternoon the sad news came through about the passing of Neill O'Neill. Instead this morning I wish to express my sympathy to the family and friends of Neil O'Neill, the managing editor of The Mayo Newswho died very suddenly yesterday at the...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: I thank Ms Byrne, Mr. Kissane and Mr. Ryan for sharing their real life experiences. I appreciate how difficult it is for the witnesses to do that. For any person to be exposed to that type of scrutiny and publicity around his or her personal life and financial life is absolutely devastating. I thank them for doing it on behalf of all of the other people to whom we are talking on a daily...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: What do we need to do to enable somebody to take a class action?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: I understand. This committee wants to support the work Mr. Kissane is doing and facilitate and move that along, but we really are running out of patience. What are the experiences of the other witnesses in contacting the Garda and what were the responses?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: I will move to Ms Grogan in one second.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: It is disgraceful. The signal going out is that someone can get away with fraud and cover up and just because it cannot be proved or because the cover up is so good, it cannot be got at in terms of Garda investigation.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: The Central Bank will appear before us next week. If there is one thing Mr. Kissane wants the Central Bank to agree on public record to do before it goes out the door, what would it be?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: We just do not want to continue on with this. We have nearly a full day with the Central Bank and want to make sure that the people we have heard from today-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: Would Mr. Kissane have expected the Central Bank to object to that or to address it?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Customer Experience (12 Oct 2017)

Rose Conway Walsh: I am keen to hear from the rest of the witnesses.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Savings Banks Foundation for International Cooperation, Irish Rural Link and Public Banking Forum of Ireland (12 Oct 2017)

Rose Conway Walsh: I thank the witnesses for their presentations. Coming from a party which has long-advocated the merits of a public banking system, the witnesses are pushing an open door and I want to see if we can make some progress today. Reference was made to the model being in the programme for Government. In reply to a parliamentary question last month, the Minister said a report was imminent. Are...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Savings Banks Foundation for International Cooperation, Irish Rural Link and Public Banking Forum of Ireland (12 Oct 2017)

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Savings Banks Foundation for International Cooperation, Irish Rural Link and Public Banking Forum of Ireland (12 Oct 2017)

Rose Conway Walsh: It would concern me if the Department had not filled that gap by going to see the model working and then issued a report dismissing it. Is that the end of it? Is there room after the report is done for the Department to explore this further? While the Department says the report is imminent, is it expected in a matter of weeks?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Savings Banks Foundation for International Cooperation, Irish Rural Link and Public Banking Forum of Ireland (12 Oct 2017)

Rose Conway Walsh: How soon could the pilot project be put in place? The pilot project is the key to this, albeit I disagree with the business case for doing it in the midlands. A very interesting business case would involve doing it in an area like Ballyhaunis were one of the banks closed down. I am not being parochial about it, although I am sure Senator Paddy Burke will agree with me. I am sold on this...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Banking Sector in Ireland (Resumed): Savings Banks Foundation for International Cooperation, Irish Rural Link and Public Banking Forum of Ireland (12 Oct 2017)

Rose Conway Walsh: Does Mr. Bergmann envisage a number of banks in the pilot project? Will it be possible to do comparisons with different areas? How does Mr. Bergmann envisage that working? Can there be a pilot without a full commitment or political or legislative commitment from Government? Do all the political and legislative arrangements have to be in place prior to the pilot?
