Martin Kenny: I imagine that with that calculation, the capping mechanism will come into play. The average is based on what everybody gets and if a small number gets a very high payment, that average is skewed. If payments are reduced, the average would be reduced. That would mean people's payments would not have to be increased by much. That is a twist.
