Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael McNamara: Unfortunately, these incidents are more the rule than the exception over bank holiday weekends in the towns I mentioned.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael McNamara: I accept that, but it is particularly frustrating for retailers when it runs out on the Friday night at the beginning of a bank holiday weekend because they know they will have no cash for the remainder of the weekend.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael McNamara: No, Bank of Ireland does not. Retailers also sometimes end up cashing cheques that they may not wish to cash.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael McNamara: Sometimes it is not just a question of cash, it is a technical problem, and I am told there is no possibility of getting someone out on a bank holiday weekend to fix that. Given that Mr. Boucher has described the bank as pragmatic, businesslike and commercial, I would have thought that where it is a technical problem rather than a cash problem, contracts would be in place to remedy the issue.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael McNamara: Will he come to me next week on the performance of the ATMs over the bank holiday weekend?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland (Resumed): Bank of Ireland (29 Apr 2015)

Michael McNamara: I am not in a position to try all five of them.

Order of Business (30 Apr 2015)

Michael McNamara: Most Members will be aware of the damage that gambling causes to society but fewer will be aware that no bet is legally enforceable. If I win a bet, I cannot enforce payment on it. The former Minister for Justice and Equality, Deputy Shatter, prepared the general scheme of a gambling control Bill in 2013. What is the position of that Bill and when will it be published? In the context...

Order of Business (30 Apr 2015)

Michael McNamara: Ordinarily the Opposition would raise this issue on Leaders' Questions but given Fianna Fáil's dismal performance on health in County Clare during its term in government, that party is not in a position to raise. That is why I have to raise the issue.

Topical Issue Debate: Hospital Closures (6 May 2015)

Michael McNamara: Is the Minister of State, Deputy Coffey, rather than the Minister for Health, taking my Topical Issue?

Topical Issue Debate: Hospital Closures (6 May 2015)

Michael McNamara: I thought line Ministers would come to the House to be responsible to the Dáil. It was one of the reforms the Government included in the programme for Government.

Topical Issue Debate: Hospital Closures (6 May 2015)

Michael McNamara: I appreciate the Minister of State, Deputy Coffey, coming before the House, but he is not responsible for health issues. I wanted to raise the fact that last week, without any notice to patients, staff or anybody else, the rehabilitation ward was closed in St. Joseph's Hospital in Ennis, County Clare. It primarily provides services to elderly people in County Clare. There are...

Topical Issue Debate: Hospital Closures (6 May 2015)

Michael McNamara: I thank the Minister of State for his response, although it is a pity that a Minister with responsibility for health or with more than a passing interest in health has not come in. I wish to pick up on two points from the Minister of State's response. He said the House will be aware that the management of resources and service planning is a matter for the HSE in the first instance and that...

Written Answers — Department of Agriculture, Food and the Marine: Harbours and Piers Expenditure (6 May 2015)

Michael McNamara: 224. To ask the Minister for Agriculture, Food and the Marine the number of works carried out on piers, harbours and coastal infrastructure, for which his Department is responsible, following the storms and high tides in 2013 and 2014; the number of works carried out in each county; the cost of each project; and if he will make a statement on the matter. [17729/15]

Written Answers — Department of Defence: Defence Forces Recruitment (6 May 2015)

Michael McNamara: 229. To ask the Minister for Defence the reason it is considered appropriate to impose an 18 to 28 years of age limit when advertising for musicians in the public press for his Department; and if this imposition can be lifted. [17828/15]

Joint Oireachtas Committee on Agriculture, Food and the Marine: Report on Developments in EU: Department of Agriculture, Food and the Marine (12 May 2015)

Michael McNamara: I want to ask about GLAS but I am not sure whether it is appropriate. There are restrictions, particularly on the number of hectares in respect of which farmers can apply to the scheme. How were these received in Brussels, particularly where the restriction is applied to Natura lands? It seems unreasonable that farmers who have faced the constraints of having to farm decimated lands under...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Report on Developments in EU: Department of Agriculture, Food and the Marine (12 May 2015)

Michael McNamara: The Department said it would look at it at some point in the future.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Report on Developments in EU: Department of Agriculture, Food and the Marine (12 May 2015)

Michael McNamara: Compensating farmers for losses related to farming in NHAs. I am fairly certain there is a requirement under EU law that they be compensated, and that this be done per hectare, not capped at €5,000 or €7,000.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Report on Developments in EU: Department of Agriculture, Food and the Marine (12 May 2015)

Michael McNamara: No, it is compensation for loss of profit as a result of the designation. It is not a flat compensatory scheme per hectare but, rather, compensation for any requirement to forgo farming practices as a result of it.
