Nicky McFadden: The kernel of the issue is that all these appeals are being made because people are desperate and they need the money to survive. They need to put bread on the table and to pay the ESB bill. We should not lose track of the fact this is the reason for the significant increase in appeals. The bottom line is people really need the money.
