Kieran O'Donnell: If policy, lending practice and interest rates are dictated to the intermediary managing the loans on behalf of the vulture fund and an issue arises, the Central Bank can deal with the representative or agency in Ireland but cannot enforce any of the codes against the vulture fund.

Kieran O'Donnell: That puts the lender, be it a mortgage holder, home owner or small or medium enterprise, in the lap of the Gods, depending on to whom the loan is sold. This area also appears to be unregulated. If a loan is sold to a vulture fund and it decides to flip it on to another vulture fund, my understanding is that the Central Bank has no part to play in that process. Is that correct?

Kieran O'Donnell: I know Gerry McCabe's widow, Ann McCabe, well and know the suffering she has gone through. Gerry McCabe and Brian Stack were carrying out their duties on behalf of the State. If Sinn Féin believes in new politics so much, Deputy Gerry Adams should come forward and help in the Brian Stack murder case. I say this because Sinn Féin is bandying about the phrase "new politics" too much.

Kieran O'Donnell: The legislation that was introduced is very welcome but we must ensure the structure that is now in place for loans sold on to foreign entities, colloquially known as vulture funds, works. We must ensure the mechanism works. I hope it will, but if it does not work then we must review it and see whether we can make further changes to it to ensure it works.

Senator Norris referred to intelligence. I thought, given the large influx of females to the House, that the average intelligence would have been brought way up. Kieran O'Donnell: I thank Professor Lane for coming before the committee. I find it unusual that he has given us a seven page presentation, of which only the last three paragraphs refer to tracker mortgages. This is despite the fact that this is the reason we asked him to come before us today. Why has he given so little time to the issue in his presentation?

Kieran O'Donnell: This issue has been around since 2010. It took the Central Bank until December 2015 to initiate proceedings and a proper review of the area to individual banks.
