- Ceisteanna Eile - Other Questions: Special Educational Needs (12 May 2022)
David Stanton: I acknowledge the work the Minister of State is doing in this area. In respect of the National Council for Special Education, NCSE, and its appeal system, is the Minister of State aware of the length of time it takes for appeals to be heard? Furthermore, very often when appeals are upheld, nothing happens and schools are told they must go through the whole process again. I suggest the NCSE...
- Ceisteanna Eile - Other Questions: School Transport (12 May 2022)
David Stanton: The decision to use the second-nearest school for these purposes was an inspired one. I agree with the Minister that it has made a huge difference. Will the Minister clarify if it is in place again this year? Perhaps she is familiar with the route between Carrigtwohill and Cobh. Can girls from Cobh now get transport to the school in Carrigtwohill, which would be their second-nearest...
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (12 May 2022)
David Stanton: The Tánaiste is making very welcome job announcements almost every other day. Will he comment on the employment permit waiting lists? When will the employment permits (consolidation and amendment) Bill be published?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: I welcome our guests. It is a fascinating debate and discussion to date. I will focus on a number of points. In regard to the vaccine hesitancy, I notice that the IPHA has said low update rates are due to hesitancy. She may correct me if I am wrong but I think Dr. Kelly penned a letter to The Irish Timeslast January contradicting this, saying there is no more hesitancy in the market than...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: It was stated earlier that more than 100 manufacturers globally can now manufacture the vaccine. They were given permission to do so. Even if those vaccines were manufactured in the states Dr. Kelly mentioned, would the challenges regarding hesitancy, supply chains, enough syringes, and getting the logistics in the countries up to speed to administer the vaccines continue?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: Perhaps the representative of the IPHA will address those points.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: The US has changed its stance on the waiver but some of our guests said that it did not go far enough. The US trade representative, Katherine Tai, announced in 2021 that the US would support the waiver of IP protections in the context of Covid-19 vaccines that were introduced by the governments of India and South Africa. That is a major step forward. Jorge Contreras, from the University of...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: The Oxfam submission states, "Experts have estimated that there will be a 15 billion dose shortfall in mRNA Covid vaccine production in 2022." The IPHA has said that 12 billion doses have been produced and 10 billion administered. There seems to be a conflict with respect to the number of vaccines required and the number available. Will the two sides comment on that?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: In the submission from Oxfam, it is maintained there is an estimated 15-billion dose gap in mRNA Covid-19 vaccine production in 2022. Mr. O'Connor said 10 billion doses had been administered and the "speed of Covid-19 vaccines production is outpacing their administration". There seems to be a contradiction there in that the need, according to Oxfam, etc., is for 15 billion doses for this...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: WTO Agreement on Trade-Related Aspects of Intellectual Property Rights and Covid-19 Vaccines: Discussion (11 May 2022)
David Stanton: Very briefly, I will refer to a number of things. On the final point as to whether we are the correct committee to deal with this, I note the Department has issued a note stating we may not be. Perhaps our secretariat could check that out. I believe the Department is saying it is the Committee on Health that should be dealing with this, which is somewhat frustrating if that is the case. ...

- An tOrd Gnó - Order of Business (17 May 2022)
David Stanton: Many schools have enrolled students from Ukraine. They are happy to do so, but there are issues regarding the need for interpreters, the need for more hours for English as an additional language and more special needs assistants and special education teachers. Can anything be done to assist?

David Stanton: 85. To ask the Minister for Employment Affairs and Social Protection if she will outline the recommendations of her Department in the technical review of the farm assist scheme; and if she will make a statement on the matter. [24590/22]
- Ceisteanna Eile - Other Questions: Departmental Schemes (17 May 2022)
David Stanton: My questions relate to the technical review of the farm assist scheme, which I understand was finalised last October and which the Minister published in April. It contains a number of interesting recommendations, facts and figures. Will the Minister outline the recommendations? What are her views on them, six months after they were finalised? What action does she intend to take?
- Ceisteanna Eile - Other Questions: Departmental Schemes (17 May 2022)
David Stanton: I thank the Minister for her response. I welcome the fact that she is bringing forward some of the payments to next month, which will make a difference for some. In respect of the other recommendations she outlined, when does she expect to bring those forward? I acknowledge there are budgetary constraints and so forth but I encourage her to get those on the table. I ask her to comment...
- Ceisteanna Eile - Other Questions: Departmental Schemes (17 May 2022)
David Stanton: I agree with the Minister's last point. It is extremely complicated and if she could simplify it, that would certainly be very helpful. I again ask her to comment on the fact that the number availing of the scheme between 2011 and 2022 has reduced by almost two thirds. If the Teagasc national farm survey for 2021 is saying that 33% of farms are vulnerable, then there is some mismatch....
