David Cullinane: I would imagine that would be the type to review that we would hope to see. In response to Deputy Jonathan O'Brien, Ms Licken said that at various points all options were considered and at one point stopping the project altogether was considered. Will she explain what options were considered? When was the option to stop the project considered? Why was that not actioned?
