Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 1 - President's Establishment
(25 Sep 2018)

Catherine Connolly: I do not want reassurances. When the committee examines this matter next year, I would like to see an audit committee and chairperson in place, a report of the meetings that were held, what were identified as risks, as the Chairman mentioned, by the internal audit process and what steps were taken. That would reassure me and the people watching. That is what I would like to see if we are...

Public Accounts Committee: Business of Committee (27 Sep 2018)

Catherine Connolly: My sympathy goes out to the secretariat if the Chairman thinks this can be done within the week. I welcome the Thorn report. I have read it. I would like the direction put into context. A direction was issued by the Minister. Can someone put that into context? Is that the first direction or is it the first of many to different organisations? The report refers to effective governance...

Public Accounts Committee: Business of Committee (27 Sep 2018)

Catherine Connolly: There is a serious direction from the Department, serious guidelines and serious things that must be done. Separately, there is more cost to the taxpayer as there will be more external help required. This is from a procedure that was absolutely rushed when the decision was made to amalgamate all of these ETBs.

Public Accounts Committee: Business of Committee (27 Sep 2018)

Catherine Connolly: Perhaps the Chairman will check if a response has come back. I am sure it has because they have been very open-----

Public Accounts Committee: Business of Committee (27 Sep 2018)

Catherine Connolly: I agree with that. I think we should be having more - I do not know about the word "conversation", but something. I agree with the issues raised by Deputy Murphy. I see this locally. In the guise of allowing greater competition there is actually less. I have made this point repeatedly, particularly in respect of information and communications technology, ICT. Regarding the Department,...

Catherine Connolly: I have a difficulty where proceedings are in being with us having any role at all. It has been clarified that we do not and the question that has arisen is whether the Department has written without telling us. The Chairman is going to clarify that. When this was discussed following the issuing of the plenary summons, the Department accepted that the questions were justified. Certainly,...

Public Accounts Committee: Business of Committee (27 Sep 2018)

Catherine Connolly: It is an application for a defence.

Public Accounts Committee: Business of Committee (27 Sep 2018)

Catherine Connolly: I recall that I raised this issue in connection with the redress board and the very detailed report of the Comptroller and Auditor General. We realised then that there were outstanding moneys and there were two different agreements. The 2002 agreement is legally enforceable. Some 3%, €4.21 million, of what was agreed under that has yet to be realised. The Ryan report was then...
