Given that Assistant Commissioner Finn raised the issue of the fixed-charge notices, that is obviously another linked issue in that we were told, from the analysis of the summons and so on, that it was largely an IT problem or that the IT problem was a huge part of it, meaning the system did not prevent a summons going out, even though a fixed-charge notice had not been issued and...
