Fergus O'Dowd: The point I wanted to make was that Irish Water offers great opportunities to people in apprenticeship, for people in engineering and it helps people to get new skills. It is a much better career structure to work for a nationwide company than for a small county council that serves 30,000 or 40,000 people. That is one of the great attractions for Irish Water.
