Joint Oireachtas Committee on Health and Children: Prohibition of Smoking on Leinster House Campus: Motion (15 Nov 2012)

Catherine Byrne: I have very little to add to what was said but I agree with the final sentiment expressed by Deputy Naughten. I was not present for Senator Crown's contribution but there is an onus on us to make as many places as possible smoke-free zones. That can happen provided measures are put in place first but we must discuss those measures before that decision is made.

Joint Oireachtas Committee on Health and Children: Prohibition of Smoking on Leinster House Campus: Motion (15 Nov 2012)

Catherine Byrne: I am not a smoker and never have been. However, I do not think it is fair to decide, at the stroke of a pen, that straight away - from tomorrow - there should be no smoking on the campus. I second the amendment.

Joint Oireachtas Committee on Health and Children: Childhood Obesity: Discussion (Resumed) (15 Nov 2012)

Catherine Byrne: I thank all those who made presentations. We have debated this issue over the past few months. When I was growing up, I did not know anybody on my road who was obese. Everybody skipped and played beds, rounders and football. On Hallowe'en, I saw the largest number of children on my street over the past number of weeks as they knocked on doors with their baskets. It would have been an...

Written Answers — Department of Finance: Tax Code (20 Nov 2012)

Catherine Byrne: To ask the Minister for Finance if he will outline the current rules in respect of discretionary trust tax; the procedure for compliance with this tax in respect of persons deceased in 2012; and if he will make a statement on the matter. [51376/12]

Joint Oireachtas Committee on Health and Children: Quarterly Update on Health Issues: Discussion with Minister for Health (20 Nov 2012)

Catherine Byrne: I thank everyone, particularly the Minister and Ministers of State, for their input into the meeting. I wish to give my condolences on the sad death of a beautiful woman and a lovely unborn child. I will move straight to question No. 23. I wished to raise many issues, but there is not much that one can ask in two minutes. The question relates to 2008 and 2009 and I have raised it at this...

Joint Oireachtas Committee on Health and Children: Quarterly Update on Health Issues: Discussion with Minister for Health (20 Nov 2012)

Catherine Byrne: I know all about Ballincollig, as I have been told about it for the last nine months every time I have submitted a question, and I have met David Walsh on many occasions. This is not about the people of Inchicore; this is about new beds that were promised in the new unit. That is not going to happen now as these will be replacement beds. I welcome the Minister's commitment that 18% of the...

A Framework for Junior Cycle: Motion (22 Nov 2012)

Catherine Byrne: Deputy Ó Ríordáin is sharing time with Deputy Conaghan.

Joint Oireachtas Committee on Health and Children: World Prematurity Day 2012: Discussion with Irish Premature Babies Organisation (22 Nov 2012)

Catherine Byrne: As a mother of three healthy children who were born on time, I do not have the experience of giving birth to a premature baby but I know others who have gone through the experience and how it affects their extended families. It is difficult to manage sick children at home because we have not made the connection between services. Is there a reason for the global trend of rising rates and is...

Joint Oireachtas Committee on Health and Children: World Prematurity Day 2012: Discussion with Irish Premature Babies Organisation (22 Nov 2012)

Catherine Byrne: I was interested in Dr. Murphy's suggestion that cerebral palsy can occur over a period of time, rather than during the birth.

Joint Oireachtas Committee on Health and Children: World Prematurity Day 2012: Discussion with Irish Premature Babies Organisation (22 Nov 2012)

Catherine Byrne: I thank Dr. Murphy.

Joint Oireachtas Committee on Health and Children: World Prematurity Day 2012: Discussion with Irish Premature Babies Organisation (22 Nov 2012)

Catherine Byrne: That is not fair.

Joint Oireachtas Committee on Health and Children: World Prematurity Day 2012: Discussion with Irish Premature Babies Organisation (22 Nov 2012)

Catherine Byrne: They are totally out of order.

Joint Oireachtas Committee on Health and Children: Youth Issues: Discussion with Comhairle na nÓg (22 Nov 2012)

Catherine Byrne: I thank the delegates for their opening presentation. I am a mother of teenagers. They tell me that as a politician I should get my head around issues. They have other sayings but I could not repeat them here. Mental health and sexual health issues have been taboo subjects for a very long time. I remember a teacher in my school handing out a book in the classroom about sexual education...

Joint Oireachtas Committee on Health and Children: Youth Issues: Discussion with Comhairle na nÓg (22 Nov 2012)

Catherine Byrne: They were observations more than anything else.

Joint Oireachtas Committee on Health and Children: Youth Issues: Discussion with Comhairle na nÓg (22 Nov 2012)

Catherine Byrne: What Éamonn Ó Briain said about how one uses Facebook and other sites is important. I have two teenagers at home and I am very conscious they are on Facebook. They know who they should invite as friends. They also tell me exactly what was said here today. We cannot always blame the Internet for people making choices in their lives. This is very relevant in light of some young...

Joint Oireachtas Committee on Health and Children: Youth Issues: Discussion with Comhairle na nÓg (22 Nov 2012)

Catherine Byrne: Is the Chairman sending those to us?

Catherine Byrne: To ask the Minister for Health if St James’ Hospital, Dublin intends to take over the new community nursing unit in Inchicore Hollybrook; if there is any legal impediment to the hospital running this unit and transferring long stay patients from the hospital to this unit; the implications this will this have for fair deal applicants who wish to be accommodated in Hollybrook; if 18% of...

Catherine Byrne: To ask the Minister for Health if a resident of a long stay facility (details supplied) in Dublin 20 is entitled to an allowance for shoes; the amount this allowance amounts to; how often is this allowance paid; when will this person next receive this allowance; and if he will make a statement on the matter. [53551/12]

Social Welfare Bill 2012: Second Stage (Resumed) (12 Dec 2012)

Catherine Byrne: I welcome the opportunity to speak to the Bill. I commend the Cabinet for its achievement in facing up to the very difficult decisions that had to be made in the budgetary process for 2013. I accept that some of the changes announced are unpopular. However, it is important to remember that these changes are aimed at raising €500 million in additional revenue that will help to keep...

Written Answers — Department of Health: Cochlear Implementation Programme (12 Dec 2012)

Catherine Byrne: To ask the Minister for Health the policy that operates in regard to the cochlear implantation programme based in Beaumont Hospital, Dublin, which is funded by his Department; if his attention has been drawn to the fact that the professionals working on this programme are actively encouraging parents not to learn Irish sign language and believe that learning Irish sign language would hinder...
