- Joint Oireachtas Committee on Transport, Tourism and Sport: Merchant Service Providers in the Travel Trade in Ireland: Discussion (23 Jun 2021)
Ruairí Ó Murchú: I thank our guests. Ms Mannion has covered some of what I was going to ask. The commission has engaged with the merchant service providers and told them exactly what is going on. They are not confused about how the commission operates, the extent of their risk or the process they have to follow. Is that fair to say?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Merchant Service Providers in the Travel Trade in Ireland: Discussion (23 Jun 2021)
Ruairí Ó Murchú: In those circumstances, it would not be wild to state that demanding up to 30% of projected turnover in a bond is absolutely unfair and uncalled for. I agree with the Chairman that there is a lacuna here. There is a failure to regulate or control this. We should invite in the merchant service providers but we probably need to examine where regulation is necessary. We all failed when we...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Merchant Service Providers in the Travel Trade in Ireland: Discussion (23 Jun 2021)
Ruairí Ó Murchú: I appreciate that. Obviously, all legislation will have weaknesses that need to be examined, not least from a point of view of best practice regulation. Sometimes it is only through interaction with all the stakeholders and by putting something into operation that we can see those weaknesses. There is a definite difficulty for travel agents and they are being dealt with utterly unfairly....
- Joint Oireachtas Committee on European Union Affairs: European Court of Auditors Annual Report: Discussion (30 Jun 2021)
Ruairí Ó Murchú: Mr. Murphy has not been asked for an opinion on this in the past while.
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Ruairí Ó Murchú: I thank the Minister and his team for attending the meeting. In fairness, they have given a timeline of September in regard to the taking of Second Stage of this legislation. The framework about which Mr. O'Leary spoke as regards the master licence record is absolutely necessary from the point of view of any safety or security checks we consider introducing but we will need to interrogate...
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Ruairí Ó Murchú: I welcome the Minister's remarks with regard to Narrow Water bridge. I do not think anyone would disagree with him that there is a need for traffic connectivity, but into the future all design for projects such as this should make provision for safe and secure cyclists and active travel tourism and so on. That should definitely be built into future design. A considerable amount of my...
- Joint Oireachtas Committee on Transport, Tourism and Sport: General Scheme of the Road Traffic (Miscellaneous Provisions) Bill 2019: Minister for Transport (30 Jun 2021)
Ruairí Ó Murchú: I support what the Chair said about antigen testing. I welcome what the Minister said about further information that may be in the digital Covid certificate and that it will be delivered with regard to aviation. I thank the Minister for his time and leeway. I apologise for any leeway I may have sought. It is always easier to apologise afterwards. To back up what Deputy O'Rourke said...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: I thank all the witnesses. The conversations we have on the broadband roll-out is usually when constituents contact us because they just do not have a sufficient level of access. That is usually where we come from in respect of the matter. My understanding of the national broadband plan, which I will put on the record, in the context of the Covid pandemic delay, is that it is believed the...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: Can Mr. Fitzpatrick give a little more information about the full governmental solution he talked about? The Government should be required to communicate with these people regarding possible solutions into the future. Mr. Fitzpatrick talked about dealing with Defence Forces capacity and other such matters. I would also direct my question in this regard to Mr. Campbell.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: Does it have full coverage everywhere at this point? I imagine that there would be capacity problems if a number of people were to take it up tomorrow.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: They definitely need that information. That is something on which we can probably work. Are there any mitigations as regards those issues? You have to go up and down as regards-----
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: I get that. My final question is on capacity. The only way of getting around the issue in this regard - there may be a need for Government here - is to block buy space on the new satellites. If a last-mile village of considerable size or a number of such villages suddenly applied to Digiweb at this point, capacity issues would arise. However, the new satellite system should deal with that.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: We probably need this question to be at least put on the agenda as soon as possible, Chair.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: To follow up on that, we already discussed the need to deal with the mobile operators, whether that is through Telecommunications Industry Ireland or the operators individually. I am agnostic in respect of the solutions, but there are number of things in play here. It is necessary that the mobile and broadband task force that is technically set up actually meets, deals with these issues and...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Broadband Infrastructure: Discussion (7 Jul 2021)
Ruairí Ó Murchú: Yes, but it depends on which question-----
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Ruairí Ó Murchú: I thank Ms Canavan and all our guests. As I was listening, I was busily checking my email, my spam folders and everything else. Like many people, I imagine I am using the email that I use for signing up to races, GoFundMe, or Facebook, so it is basically a spam email anyway.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Ruairí Ó Murchú: I am half vaccinated. There is a perfect breeding ground for the Delta variant at the moment. What is the email going to say and what will be in the subject line to make it easy for people to do a quick check?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Ruairí Ó Murchú: I thank Mr. Lowry. I know it is a simple question but that could probably allay certain fears, including my own. What interaction is there with the Data Protection Commissioner and are there any difficulties with GDPR? Regarding the verifier application that will be used by airlines and such, given the conversation that is happening about the reopening of society, has there been...
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Ruairí Ó Murchú: The witnesses do not foresee any major difficulties with the Covid tracker application or due diligence.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Implementation of the EU Digital Covid Certificate: Discussion (13 Jul 2021)
Ruairí Ó Murchú: I am not overly concerned about it. I am just worried about whether it impacts on the witnesses operationally.
