- Seanad: Family Leave Bill 2021: Second Stage (12 Mar 2021)
Fintan Warfield: I welcome the Bill and the Minister, Deputy O’Gorman, to the House. Given its length, we were not given much time with the legislation, which was only published yesterday. I am concerned that Members were only given a day to look over it. While we were given notice, the Bill was not provided to Senators until yesterday. In October 2019, the House debated the Parent's Leave and...
- Seanad: An tOrd Gnó - Order of Business (22 Mar 2021)
Fintan Warfield: Places such as the Pearse Museum in Rathfarnham and Kilmainham Jail in Dublin were long protected and saved by volunteers. Equally, the integrity of Moore Street has been maintained by street traders, working-class Dubliners and small business owners on that street. It has also been saved by campaigners and the relatives of the 1916 leaders. The men and women of Easter week restored our...
- Seanad: Covid-19 (Tourism): Statements (22 Mar 2021)
Fintan Warfield: I welcome the Minister to the House. I commend her on her work in terms of the night-time economy. The night-time economy task force has invited submissions. The process is well under way and the report of the night-time economy task force is due to be published soon. When will we expect a report from the night-time economy task force? Will it be laid before these Houses? I commend the...
- Seanad: Family Leave Bill 2021: Committee and Remaining Stages (22 Mar 2021)
Fintan Warfield: I apologise for the confusion. I was confused about which amendments we were taking in the group. The new personal injuries guidelines that will come into effect under section 99 of the Judicial Council Act, which amendment No. 5 would, were adopted by the Judicial Council on Saturday, 6 March. These guidelines will set the level of damages to be awarded for different types of personal...
- Seanad: Family Leave Bill 2021: Committee and Remaining Stages (22 Mar 2021)
Fintan Warfield: I thank the Minister for her response, particularly the final point she made. Sinn Féin will submit amendments in the Dáil on Committee Stage to allow the Central Bank to draw up regulations to require insurance companies to demonstrate how those reductions have been passed on to individuals, consumers, businesses and community groups.
- Seanad: Family Leave Bill 2021: Committee and Remaining Stages (22 Mar 2021)
Fintan Warfield: I wholeheartedly support Senator Ruane and commend her on bringing forward this amendment. We agree with the proposed review of this section after 12 months as this will provide scope for the potential increasing of parental leave. This would mean both parents would be able to avail of any extension to leave in future.
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: Impact of Covid-19 on the Hospitality Sector: Discussion (23 Mar 2021)
Fintan Warfield: We have already covered a lot of ground and I do not want to go over anything again. I want to talk about licensing laws. Yesterday, I spent my time during statements with the Minister, Deputy Catherine Martin, speaking about night life and licensing reform. It has been said in more recent questions and answers that we can reopen the night economy on the same basis that it closed. I could...
- Seanad: Residential Tenancies Bill 2021: Second Stage (26 Mar 2021)
Fintan Warfield: I welcome the Minister of State here today to discuss issues relating to the protection of renters. It so happens that two weeks ago Sinn Féin introduced a Private Members' motion in the House. I and my colleagues argued for increased protections for renters and immediate steps to be taken to reduce rents and prevent an increase of rents for three years. During that debate, I was...
- Seanad: An tOrd Gnó - Order of Business (29 Mar 2021)
Fintan Warfield: Something significant happened on the Order of Business on Friday last. Fianna Fáil introduced a Bill that seeks to lower the voting age to 16 years in local and European elections, and the Leader of the House, a proud member of Fine Gael, indicated she would support it. As a result, two Bills on the Order Paper seek to lower the voting age in local and European elections.Let me remind...
- Seanad: Residential Tenancies Bill 2021: Committee and Remaining Stages (29 Mar 2021)
Fintan Warfield: I move amendment No. 1: In page 4, line 5, to delete “12 July 2021” and substitute “31 December 2021”. My priority today is to protect as many renters as possible. The number of renters who have sought protection under the existing Act is 407, which has been confirmed by the Residential Tenancies Board, RTB. I wish to again place that figure of 407 people on...
- Seanad: Residential Tenancies Bill 2021: Committee and Remaining Stages (29 Mar 2021)
Fintan Warfield: Just because the Senator keeps saying it does not make it true. It is not only us who are saying this. Threshold and the Simon Communities of Ireland have said that section 2 of the Bill is punitive, unnecessary and will lead to the loss of accommodation and to homelessness. Sin é. I appeal to the Chair. We should discuss and focus on the amendments before us in line with Standing...

Fintan Warfield: Yes.
- Committee on Public Petitions: Work of the European Ombudsman during Covid-19: Discussion (30 Mar 2021)
Fintan Warfield: I thank Ms O'Reilly for joining us. We really appreciate the contribution she is making today. I am interested in the pressures of the pandemic and the fear of diminishing checks and balances on the basis of those pressures. I will ask about two specific cases that came across her desk. These are allegations that Frontex was complicit in illegally pushing back migrants in the eastern...

- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: Impact of Covid-19 on the Entertainment Sector: Discussion (30 Mar 2021)
Fintan Warfield: I am just going to make a brief comment followed by a question. I will ask all of the groups to reply and to split the time among themselves. I welcome all of the witnesses. I will open the discussion by asking all the groups about the night economy. Do they all agree that reform of trading hours is an essential part of the stimulus needed for the hospitality and entertainment sector...
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: Impact of Covid-19 on the Entertainment Sector: Discussion (30 Mar 2021)
Fintan Warfield: We had groups here last week, including business associations and the hotel groups, and I want to recognise the demand from those different groups for reform in this area. The Minister for Justice, Deputy Helen McEntee, has also made public comments about it. It remains to be seen what comes before the Houses. I agree with Mr. Fitzgerald that for this to work we need to bring everyone...
- Joint Committee on Media, Tourism, Arts, Culture, Sport and the Gaeltacht: Pre-legislative Scrutiny of the General Scheme of the Online Safety and Media Regulation Bill (13 Apr 2021)
Fintan Warfield: I thank Senator Carrigy and Ms Quill. I commend the Department on its engagement with the sector and with various organisations and companies. It has been involved in an awful lot of consultation. In one of her first contributions, Ms Quill informed Deputy Munster that the Future of Media Commission would need to grow quickly in size and mentioned the Data Protection Commission's 180...
