Joint Oireachtas Committee on Agriculture, Food and the Marine: Horticulture Sector: Irish Farmers Association (21 Apr 2015)

Michael McNamara: I was intrigued by what Mr. Doyle had to say about own-brand selling, etc. Certain supermarket chains offer a 1 kg bag of carrots labelled, albeit in relatively small print, as having been grown in Ireland. Presuming that bag of carrots is not sold below cost, are the witnesses claiming that Irish growers are worse off if their carrots are sold in that way than if they are sold loose and...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Overview of the Banking Sector in Ireland: Allied Irish Banks (22 Apr 2015)

Michael McNamara: The witnesses talked about lending being one of the bank's most important functions and duties within the State. I received a communication from a constituent associated with an SME. Obviously, SME lending is crucial to the future of the State. The SME employs approximately 100 people so it is quite big by the standards of a rural constituency such as Clare. It is a well-known and...

Industrial Relations (Members of the Garda Síochána and the Defence Forces) Bill 2015: Second Stage [Private Members] (24 Apr 2015)

Michael McNamara: I move: "That the Bill be now read a Second Time." This Bill arises out of the exclusion of members of An Garda Síochána and the Defence Forces from industrial relations law that applies to all other workers in the State. Gardaí and members of the Defence Forces are precluded from joining a trade union, engaging in collective bargaining and taking industrial action, while...

Industrial Relations (Members of the Garda Síochána and the Defence Forces) Bill 2015: Second Stage [Private Members] (24 Apr 2015)

Michael McNamara: That is fine.

Industrial Relations (Members of the Garda Síochána and the Defence Forces) Bill 2015: Second Stage [Private Members] (24 Apr 2015)

Michael McNamara: I will address a number of points that were raised. According to the Minister of State, the right to strike of An Garda Síochána - it was decided that Ireland was in breach of the European Social Charter because this was denied - raised serious issues. I accept this in terms of the security of the State. Deputy Calleary went further and ruled it out as being incompatible with the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)

Michael McNamara: I have couple of questions regarding the Natura sites, an area of considerable contention, such as Slieve Aughty. The delegation listed four criteria. The criteria are that the area in question was declared in the 2008 single payment scheme form, the area was declared as eligible under the 2008 scheme, the applicant was paid under the 2008 scheme...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)

Michael McNamara: We have a right to payments under the single farm payment scheme. Who has said it means it must have been declared in a 2008 single payment?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Basic Payment Scheme and GLAS: Discussion (Resumed) (28 Apr 2015)

Michael McNamara: They do not. I am reading the regulations, which specify "any area which gave a right to payments under the single payment scheme or the single area payment scheme in 2008". This is not the same as saying an area in question must have been declared in a 2008 single payment scheme application and paid under the 2008 scheme.
