Committee on Key Issues affecting the Traveller Community: Child Protection and Family Support: Discussion (Resumed) (9 Oct 2025)

Anne Rabbitte: There is an opportunity there-----

Committee on Key Issues affecting the Traveller Community: Child Protection and Family Support: Discussion (Resumed) (9 Oct 2025)

Anne Rabbitte: That is what I was going to say - through the kinship care piece. That speaks to tradition and family.

Seanad: An tOrd Gnó - Order of Business (9 Oct 2025)

Anne Rabbitte: East Galway and possibly many other areas around the country are being scourged by the conversation around the regulation of the provision of solar farms. I accept there is a real need for an increase in energy capacity. The issue concerns the conversation around solar farms, the lack of regulation and the review of wind farm guidelines. I am calling for a debate with the Minister with...

Seanad: All-Island Strategic Rail Review: Statements (15 Oct 2025)

Anne Rabbitte: The Minister of State, Deputy Canney, is very welcome to the House this evening. I echo his words of good luck to Mr. Jim Meade. He has been a phenomenal CEO and has worked very well with everybody across both Houses. I have every faith in the Minister of State to get that rail line opened from Claremorris to Athenry. He has even converted me, and I was hedging my bets for a long time...

Seanad: Statement by the Taoiseach (16 Oct 2025)

Anne Rabbitte: The Taoiseach has shown not only strong leadership at home but a consistent and principled voice for peace on the world stage. From the beginning, Ireland, under his guidance, has taken a clear, firm stance on key international matters and we have not been silent or slow to act. The Taoiseach has ensured that Ireland's voice is heard, calling for peace, justice and respect in international...

Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)

Anne Rabbitte: I apologise to our witnesses. The Taoiseach was in the Seanad. It only happens once in five years, so I could not leave. I apologise for being late. I have read their statement as they have been responding. I was really taken with the final remarks on accommodation. Coming from Galway, we have one of the largest Traveller populations in the country. I live four miles away from a...

Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)

Anne Rabbitte: I thank Mr. Herrick. Absolutely.

Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)

Anne Rabbitte: Before Mr. Herrick comes in, I will follow up on a point that has been made. If Tusla is not gathering the data, it is not playing a part in ensuring it is accurate. It has the toolkit to ensure it is factual, as opposed to it being anecdotal. Would Dr. Elliott agree that if this agency of the State co-operated, gave us that and played its role, we could at least look at education and the...

Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)

Anne Rabbitte: I just want to say-----

Committee on Key Issues affecting the Traveller Community: Human Rights and International Standards for Traveller and Roma Communities: Irish Human Rights and Equality Commission (16 Oct 2025)

Anne Rabbitte: Just to be clear for the VFI members who would be looking in here, or anything else like that, I just used one example. I was not singling out pubs or anything like that.

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: Through the Chair, are we not asking questions about children here? Is that not the focus of today's event?

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: All right.

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: I thank the witnesses for their opening statements. It is a pity it is a bit rushed because it would be nice to get into the understanding behind it and so on. To be fair to Ms Ward, she has nearly answered it but I want to go back to it again. We have always provided support for undocumented migrants who have been coming in. Ms Kate Duggan was before the Traveller committee last week and...

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: Has the assessment been completed on age before we have reached the aftercare piece?

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: Is there a capacity issue at the moment? I can talk about the lived experience in Galway where a girl was in the university hospital for a certain number of weeks because a determination could not be made about the child's age.

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: How could it take a double digit number of weeks before an age assessment can be done? Why would a child be left in a hospital bed - an acute bed in a level 4 hospital - before a determination could be made? The system must be failing there somewhere.

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: Of the 570 here at the moment, how many are provided with support from Tusla agency staff and how many are put in residential purchased care, as I would call it, that might not have the wraparound services that would be required for an undocumented minor? It is a hugely traumatic experience for somebody to have left their family and arrive here. They might not be getting the wraparound support.

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: Is that Tusla's whole residential bed capacity?

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: As this Bill is being debated and making its way through the Houses, what is Tusla doing in the interim? Are there learnings the Department of justice can take from that which are not already there and could be implemented?

Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the International Protection Bill 2025: Discussion (14 Oct 2025)

Anne Rabbitte: What engagement has the Department of justice had with the Department of children?
