Clare Daly: If that is merely a transfer and the Minister is taking it out on one side and putting it in on the other, it still does not address the fact of who will pay for the increased civilianisation that we are promised. Let us be clear, the 2015 Garda Inspectorate report stated enhanced civilianisation was necessary. According to the Policing Authority's reports in here, that is well off target....
