Amendments Nos. 7 and 8 are physical alternatives to amendment No. 6, while amendment No. 10 is a physical alternative to amendment No. 9.

Denis O'Donovan: Although I do not condone his remarks, Senator Norris made the charge against a council rather than an individual. I would prefer if Senator Norris did not use such words. If he made such an accusation about a particular individual in the council, I would have insisted that he withdraw the remark.
