Ceisteanna - Questions: Cabinet Committees (17 Sep 2025)

James Geoghegan: 7. To ask the Taoiseach when the Cabinet committee on housing will next meet. [48477/25]

Ceisteanna - Questions: Cabinet Committees (17 Sep 2025)

James Geoghegan: In relation to the SPV structure for the Dublin city task force, I want to ask when will that be established. Is legislation necessary, and, if so, when will that legislation come? Obviously, all of that relates to the Dublin city task force and a key part of that is getting over-the-shop living in Dublin city centre. Some of that work is under way on a piloted basis on Middle Abbey Street...

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: It is important that the HSE is coming before us. I look forward to questioning its representatives on some of these issues. Reading through the matters the Comptroller and Auditor General flagged, what I think will be of unbelievable frustration to the public is the low-hanging fruit. Do I understand correctly that there is obsolete PPE which the HSE is paying €2.1 million to...

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: The officials will hopefully give us an explanation for that. The other low-hanging fruit relates to Children's Health Ireland, CHI. There is €4.1 million, presumably from HSE-run hospitals, where they just have not filled out the form and sent it to the private insurer to get the moneys that are owed. That money is just vanishing into thin air because forms have not been filled out.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: Leaving aside the low-hanging fruit, which involves sums of money in the millions and which, presumably, we will cover with the HSE, the Comptroller and Auditor General has highlighted that €7.7 billion has been granted to outside agencies by the HSE in circumstances where there is not a proper funding agreement in place.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: That would be close to €2 billion of grant funds being spent by the HSE to lots of different agencies----

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: I have a question about that figure of €409,000. I was looking at the note, and it seems that the net total of the actual payment is €275,000 on the note supplied, but then the total cost, which I think relates to all the legal fees minus whatever the insurer paid, is €350,000. Is that the figure comprising the amount that is being provided to them in settlement and...

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: It seems like-----

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: It seems larger, that is the point, because it says that the net total for the settlement seems to be €275,000.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: That is in addition then to that figure of the settlement.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: Okay.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: I am sorry; just to be clear, and I am sorry to hold the Chair up, is the figure on item 4 of €350,000 different from the €409,000 Mr. McCarthy is highlighting here? Is the €409,000-----

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: It was €275,000-----

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: -----and then the net cost of the legals is €350,000, is that right?

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: Okay.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: I wonder could we write to the agency, Chair. If I understand this correctly, this agency is one that is dissolving, is that right?

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: There is a site there that could be used for housing but-----

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: However, it may or may not have happened yet, or it is in process or-----

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: I was just going to suggest that we write to this agency to identify that.

Public Accounts Committee: Business of Committee (18 Sep 2025)

James Geoghegan: And maybe write to the Land Development Agency, LDA, as well to discover if it is going to take on the site for housing.
