Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Is the Veterinary Council of Ireland on board with that?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Is the VCI on board with vets being legally obliged to give me a prescription for a product that I may use 364 days later irrespective of what conditions have changed on my farm or with the climate?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Is it professionally wise that a vet can give me, a farmer, a prescription for a medicine that I can use in 365 days and an RP cannot tell me what I can use tomorrow?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: I know, as a farmer, without being a vet or an RP, that depending on whether it is a wet or dry summer, I will not know until the end of that summer season when I go to dose my cattle before putting them inside in the fall because a drought will have one consequence on my land and a very wet summer will have another consequence. I could end up therefore, throwing a prescription I get in...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: They will not do it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: I have one more point to make on this.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Is it true that if farmers go to the merchant with a vet's prescription the responsible person dealing with them must give the exact product on the prescription and cannot give a generic equivalent?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: The Department has accommodated them by tying them to a list. This is where I was coming from in my first point. The responsible person will not have that much wriggle room if I have a prescription since March and I have had a bad summer. The provider will have to give what the Department and the HPRA have decided is an identical product.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Veterinarians will not deal with anyone, and they would be in the right not to. It would not be professionally ethical for them to do it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: I will be brief as most of the questions I intended asking have already been asked, that last question being one of them. I see the relevance and the importance of the Bill and I welcome it. We want to see it in action but there is a slight flaw in the sense that the register is going to record what a person purchases, not what is spread. I can see the Northern Ireland Border issue being a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: Does the Minister of State think that will work, again going back to the question on the Border?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (11 Oct 2022)

Paul Daly: I hope it does but I have reservations. I would prefer if there was some way of monitoring what is actually spread rather than what is purchased. With the border issue, there will be opportunities for a very intensive farmer, who will have a neighbour or family member who might not be near as intense, and they will put fertiliser on their register. That potential is there. I am not saying...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Renewable Energy Generation (19 Oct 2022)

Paul Daly: I welcome the Minister of State, Senator Hackett, to the House to deal with this issue. It is straightforward. As the Minister of State is well aware, the targeted agricultural modernisation schemes, better known as TAMS, have been modified. I warmly welcome the exceptional opportunity afforded to farmers to avail of a grant of up to 60% to install solar panels, up to a maximum expenditure...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Renewable Energy Generation (19 Oct 2022)

Paul Daly: I accept the Minister of State's answer. As I said in my initial summation of the issue, the Department at least needs to put the question to Europe. A lot of money is available and is being expended. Neither the State nor the European Union is getting full value for it. The terms and conditions of the scheme stipulate that farmers cannot supply energy to any organisation outside their...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Nature Restoration Target and General Scheme of the Veterinary Medicinal Products, Medicated Feed and Fertilisers Regulation Bill 2022: Discussion (Resumed) (19 Oct 2022)

Paul Daly: Deputy Carthy covered a lot. I suppose I have just one question for the five groups. It is the ongoing debate. We are living in exceptional times, as we all keep saying, and we are aware of the war in Ukraine and the whole debate on food security. There has been much mention here of impact assessment statements but from a food production perspective, and playing devil's advocate, if this...

Paul Daly: That would be very hard to resist when we are all floating along.

Paul Daly: I welcome the witnesses to the second half of the meeting. Some of them have been here before and we have been dealing with this for the past two years. The committee did a report on the veterinary medicinal product side. The fertiliser regulations were added to the Bill and they are coming in together. From the veterinary medicine side, we did a report previously and even had some of the...

Seanad: An tOrd Gnó - Order of Business (15 Nov 2022)

Paul Daly: On behalf of the Fianna Fáil group I also wish to be associated with the acknowledgement of the great life of Vicky Phelan. I am cognisant of the fact that it was Vicky's wish that on her death she would not receive tributes from politicians but that we would instead take actions. I hope that we can continue to take the necessary actions to right the wrongs that caused Vicky to come to...

Seanad: Forestry: Statements (15 Nov 2022)

Paul Daly: I also welcome the recent announcement by the Minister of State, the Minister and the Taoiseach of the €1.318 billion investment in the forestry programme and many of the concepts therein. I am a member of the Oireachtas Joint Committee on Agriculture, Food and the Marine, which has deliberated on the forestry sector too many times to mention. I know our focus was mainly on the...

Seanad: Forestry: Statements (15 Nov 2022)

Paul Daly: I asked about the proposal for nature restoration.
