- Joint Oireachtas Committee on Transport, Tourism and Sport: Funding Granted by Sport Ireland to the Football Association of Ireland and Related Matters: Discussion (3 Apr 2019)
Noel Rock: Accordingly, the broader audit reflects that.
- Joint Oireachtas Committee on Transport, Tourism and Sport: Funding Granted by Sport Ireland to the Football Association of Ireland and Related Matters: Discussion (3 Apr 2019)
Noel Rock: That makes sense. In terms of the creation of the new role and corporate governance, this might have been asked already but I want to ask it in a straight way. Does the creation of this new role for Mr. Delaney reflect best corporate governance practice?

- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: I am sharing my time with Senator O'Mahony. To pick up from where Deputy Catherine Murphy left off, the board meeting was the conference call. Do I understand correctly?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: When was the conference call?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: I just wanted to clarify that. I welcome Mr. Conway. The unnamed creditor mentioned in his statement, the production of which was - we will say "assisted" - by Grant Thornton, was Dundalk Football Club. Is that right?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: That is no problem at all. Without naming the creditor, had it made any requests for funding prior to 25 April?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: I understand that. To give a bit of context, what I am trying to move towards in my line of questioning is the claim in Mr. Delaney's statement that the cashflow issues came to light on 25 April. It seems that if requests were deferred or delayed before that date, there may have been pre-existing cashflow issues. Would that not be the case?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: I can understand how that would come to be given the lumpy nature of the associations ingoings as opposed to the steady nature of its outgoings. It is perfectly rational. Given that, at the time, the FAI may not have been able to honour all cheques issued, is Mr. Conway of the view that the FAI was close to being insolvent under company law?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: Let us bring it back to the core of our remit, which is taxpayer funding. Had the advance drawdown of State funding prevented similar situations arising in the past? Had the FAI reached similar precipices in the past which were prevented from having an effect by the advance drawdowns which Sport Ireland told us last week happened five years in a row?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: Was the auditor, Deloitte, made aware of this loan at the time?
- Joint Oireachtas Committee on Transport, Tourism and Sport: Engagement with the Football Association of Ireland (10 Apr 2019)
Noel Rock: The people who were aware were those in the finance department, the honorary secretary, the former president, the financial controller and the CEO. Is that correct?
