Jillian van Turnhout: Is that with one's GP?
- Joint Oireachtas Committee on Health and Children: Help us to Help More Campaign: Irish Medical Organisation (27 May 2014)
Jillian van Turnhout: I do not expect both. I was referring to their statement of what GPs provide.
- Seanad: Youth Guarantee and Rent Supplement: Statements (28 May 2014)
Jillian van Turnhout: I thank my colleague, Senator Marie-Louise O'Donnell, who has done considerable work on this issue and produced a report that I recommend the Minister of State and the Minister for Social Protection read, as a number of proposals are worthy of consideration. I will not repeat previous interventions I have made on the Youth Guarantee but will instead ask a series of questions because I want...
- Joint Oireachtas Committee on Health and Children: Children Reports: Office of Ombudsman for Children (10 Jun 2014)
Jillian van Turnhout: I thank Dr. Muldoon and Ms O'Shea. They are very welcome here today. If it is the case that some of my questions would be more appropriately answered by the Ombudsman for Children, I will have no difficulty with being advised to that effect. I will not ask some other questions today. Deputy McLellan asked about the number of investigations over the last ten years. I would be very...
- Joint Oireachtas Committee on Health and Children: Children Reports: Office of Ombudsman for Children (10 Jun 2014)
Jillian van Turnhout: I can read the transcript if necessary.
- Seanad: Mother and Baby Homes: Statements (11 Jun 2014)
Jillian van Turnhout: I warmly welcome the Minister to the House. Everyone in the Chamber will agree that the recent revelations are yet another deplorable stain on our collective conscience. In preparing for my statement, my personal shame as a member of the collective that turned a blind eye to the abuse and suffering of women and children, out of fear and deference to the powerful, is as acute as ever before....
- Seanad: Mother and Baby Homes: Statements (11 Jun 2014)
Jillian van Turnhout: That would be appreciated.
- Seanad: Mother and Baby Homes: Statements (11 Jun 2014)
Jillian van Turnhout: The Minister has offered to come back here at 9 p.m.
- Seanad: Address to Seanad Éireann by Ms Anne Brasseur (Resumed) (12 Jun 2014)
Jillian van Turnhout: I am an Independent Senator and I say to Ms Brasseur, welcome and bienvenue. My background is in children's rights and I have long admired the work of the Council of Europe. In fact my first experience in the area came 25 years ago with the then youth directorate, now youth department, of the Council of Europe. I became familiar with the way it trained future youth leaders and I thank the...
- Seanad: Public Health (Sunbeds) Bill 2013: Committee Stage (Resumed) and Remaining Stages (17 Jun 2014)
Jillian van Turnhout: I too thank the Minister. It is not often that we discuss the prevention measures required for health. This Bill is exactly what is needed when we want to ensure measure are in place for prevention and early intervention. I too wish to thank the Irish Cancer Society, and some of their members are in the Visitors Gallery, and all the other great organisations that are the unsung heroes of...
- Seanad: Public Health (Standardised Packaging of Tobacco) Bill 2014: Second Stage (17 Jun 2014)
Jillian van Turnhout: The Minister is very welcome and I thank him for bringing this Bill to the Seanad to begin its work. As a member of the Oireachtas Joint Committee on Health an Children I had an opportunity to participate in an excellent series of hearings on the heads of the Bill, and I thank Deputy Buttimer for his chairing of those hearings. We heard from a wide range of witnesses, including health...
- Seanad: Public Health (Standardised Packaging of Tobacco) Bill 2014: Second Stage (17 Jun 2014)
Jillian van Turnhout: I read the reports. I also read the Roland Bergen report, which is often cited. Surprise, surprise - it was commissioned and funded by the tobacco industry. I studied it very carefully because it said we would have job losses if we introduced the legislation, and we are all concerned about job losses. The figures are based on estimates rather than evidence. The Australian data comes from...
- Joint Oireachtas Committee on Health and Children: Revised Implementation Measures under Haddington Road Agreement: INMO (17 Jun 2014)
Jillian van Turnhout: I thank the Chairman and thank the witnesses for their submissions, which were very informative and comprehensive. The submissions answered many of my questions by outlining a problem and drawing attention to different areas. We are all concerned about reductions in front-line staff and staff substitutions. I was particularly concerned by the alterations that have been made to the skill...
- Seanad: Irish Human Rights and Equality Commission Bill 2014: Second Stage (18 Jun 2014)
Jillian van Turnhout: The Minister is warmly welcome. Having this Bill before us represents a good day. I certainly welcome it and I will not reiterate what previous speakers have said. The Bill will provide a framework for human rights, which is so important. Human rights issues pose a challenge to all of us. My experience in dealing with the UN Convention on the Rights of the Child is such that I believe it...
- Seanad: Order of Business (19 Jun 2014)
Jillian van Turnhout: I second Senator Feargal Quinn's proposal.
- Seanad: Address to Seanad Éireann by Ms Catherine McGuinness (19 Jun 2014)
Jillian van Turnhout: I welcome Judge Catherine McGuinness. It was a joy to listen to her, but her words have provided us with a stark reminder and challenged us in this House for work ahead. I note her work on the Children's Rights Alliance Report Card, and she rightly pointed to the work of Tanya Ward, Maria Corbett and all the team at the Children's Rights Alliance. She also pointed to work of the member...
- Seanad: Public Health (Standardised Packaging of Tobacco) Bill 2014: Committee and Remaining Stages (24 Jun 2014)
Jillian van Turnhout: I move amendment No. 1: In page 7, line 27, to delete "20 May 2017" and substitute "20 July 2016".When I looked at the Bill, the area that I felt we could seek to change would be in relation to the period for the changeover or, as it is called in the retail trade, the "wash through" period. When this legislation was introduced in Australia the period was two months. I have proposed a period...
- Seanad: Public Health (Standardised Packaging of Tobacco) Bill 2014: Committee and Remaining Stages (24 Jun 2014)
Jillian van Turnhout: I thank the Minister for his reply. I take it he accepts in principle that it is an overly lengthy period and he has agreed to consider the matter further. I will take him at his word and withdraw the amendment. Given that Senator MacSharry tabled a similar amendment, I simply want our concerns to be noted.
- Seanad: Public Health (Standardised Packaging of Tobacco) Bill 2014: Committee and Remaining Stages (24 Jun 2014)
Jillian van Turnhout: I was about to suggest that the Leader consider having a short break - even for ten minutes - between Committee Stage and Report Stage. I do not understand the reason that would not be allowed.
- Seanad: Public Health (Standardised Packaging of Tobacco) Bill 2014: Committee and Remaining Stages (24 Jun 2014)
Jillian van Turnhout: I made the suggestion on the basis that Senator Crown had asked for some time. We could have a break between Committee Stage and Report Stage. The House will usually suspend for ten or 15 minutes between Stages if a Senator is resubmitting a Committee Stage amendment on Report Stage. A short break would allow us to address this matter in one day.
