Olwyn Enright: Perhaps the Minister deliberately filled her speaking time in that way so that she could ignore the part of the motion that deals with school bullying. Her reason for failing to mention the issue is that she refuses to implement a national anti-bullying strategy.

She does not ensure that schools have an anti-bullying strategy. If they fill in the form and send the report back to her Department, the Minister is happy with that. However, she does not check whether schools have a policy in reality.
